Step by step control correctly and fully the assets and income of cadres and party members

This content is stated in Resolution No. 05-NQ/TW of the second Conference of the 14th Party Central Committee on innovating and improving the effectiveness of inspection, supervision and Party discipline.

Resolution No. 05-NQ/TW outlines tasks and solutions related to inspection, supervision and Party discipline work. In which, creating a strong change in awareness and responsibility of Party committees, Party organizations, and Party members towards inspection, supervision, and Party discipline work.

Raise awareness of the position, role and importance of inspection and supervision work right from the grassroots level. Innovate, promote and improve the effectiveness of propaganda, dissemination, guidance and dissemination of Party guidelines and resolutions on inspection, supervision and discipline work.

Party committees and Party organizations at all levels, especially heads, must consider inspection and supervision as regular, exemplary, and drastic tasks, showing high responsibility in organizing implementation. Each party member must consider self-inspection as political responsibility before the Party.

Raise awareness and responsibility in implementing inspection, supervision, and Party discipline associated with controlling power, preventing and combating corruption, wastefulness, and negativity. Publicize the results of inspection, supervision, and disciplinary action in the Party, contributing to fighting, preventing, educating, deterring, and repelling violations.

The Resolution also mentions comprehensive digital transformation in the Party Inspection sector; investment in facilities, technology, equipment, and working vehicles to meet requirements and tasks in the new situation.

Comprehensive, substantive, and effective digital transformation; step by step applying information technology to manage and exploit data, interlink information between inspection committees and relevant agencies; inspection and supervision on data to ensure objectivity, shorten time, improve quality and efficiency; step by step control correctly and fully the assets and income of cadres and party members, especially cadres under the management of Party committees.

Completing software systems to manage inspection and supervision work files; decentralizing the exploitation and lookup of information, unifying the implementation of regular supervision and data inspection. Focusing on investing and modernizing equipment, headquarters, and working facilities for the Party Inspection sector.

The Resolution also outlines tasks and solutions to consolidate the organizational structure; improve the capacity and operational efficiency of inspection committees at all levels. Build a team of brave and honest inspection officials.

Consolidate the organizational structure of the inspection committee agency; build an organizational model of the inspection committee agency from the Central to communes, wards, special zones and equivalents to ensure synchronization, streamlining, and effective and efficient operation.

Improve the quality of the Party inspection team, especially at the grassroots level; develop criteria, standards, and capacity frameworks for inspection officials to meet task requirements in the new situation. Focus on training inspection officials with in-depth expertise in some key areas with many risks of corruption, wastefulness, and negativity such as:

Personnel work, land management, natural resources, environment, finance, banking, basic construction, procurement of public assets... Improving digital capacity for inspection cadres at all levels.
