Workers in Ho Chi Minh City registering for unemployment benefits tend to decrease compared to September 2026
As of October 2026, Ho Chi Minh City recorded more than 191,000 workers submitting unemployment applications, but the number of monthly registrations is gradually decreasing.
Ho Chi Minh City Employment Service Center (under the Department of Home Affairs) has just reported statistics on the labor supply and demand situation and job creation in the first 10 months of 2026.
According to data as of October 25th, the Ho Chi Minh City Employment Service Center received 191,295 people submitting applications for unemployment benefits, an increase of 6.47% compared to the same period in 2025 (179,670 people). Of which, 65,385 applications were submitted directly and 125,910 applications were submitted online; the number of people with decisions to receive unemployment benefits is 165,890 people. At the same time, the Center recorded 692,254 turns of people coming to announce their job search status.

Previously, as of September 2026, the Center received 173,662 unemployment benefits applications (an increase of 5.15% compared to the same period in 2025), with 147,750 people having decisions to receive benefits and 612,168 turns of people announcing job searches.
Although the total number of applications in 10 months increased compared to the same period, but if calculated separately in October 2026, the Center only received 17,633 people submitting applications for unemployment benefits, down 6.82% compared to September 2026 (18,923 people).
This decrease takes place when the labor market enters the end of the year - a time when workers often consider more carefully before deciding to quit or change jobs.
At the same time, in the context of the city's economic recovery leading to increased recruitment demand, exceeding the supply of human resources, it also creates pressure for businesses to improve welfare conditions and salaries and bonuses when recruiting, so the ability of workers to find new suitable jobs also increases.
Specifically, the number of job positions registered for recruitment by businesses in the city in October is more than 19,500 people. Meanwhile, the number of people looking for jobs is nearly 18,000 people, the supply and demand gap in October is more than 1,500 positions. These factors combined lead to the number of workers registering for unemployment benefits in Ho Chi Minh City being on a downward trend.
To increase job opportunities for unemployed workers and rescue human resources for businesses, in the first 10 months of 2026, the Ho Chi Minh City Employment Service Center has advised and supported training and professional skills improvement for 6,323 people; submitted to the Ho Chi Minh City Department of Home Affairs to sign and issue 6,067 training support decisions.
Ms. Nguyen Van Hanh Thuc, Director of the Ho Chi Minh City Employment Service Center, said that the Center has conducted 188 job transaction sessions in the past 10 months, providing job counseling and introduction to more than 717,000 people (nearly 39,000 people were introduced and nearly 13,000 people received jobs).
It is expected that in November 2026, the Center will continue to organize 8 job fair sessions throughout the city and 5 job search skills counseling sessions for workers, and update policies and laws for businesses.
