According to the Hanoi Employment Service Center, in September, businesses in the Capital recruited personnel with college and university degrees or higher, accounting for 58.5% of the total demand.

Hanoi Employment Service Center said that in September 2026, the Capital's economy continued to make strong breakthroughs with GRDP growth in the third quarter reaching 10.02%, and in general in the first 9 months of 2026 reaching 8.85%, reflecting a comprehensive recovery in all fields.

In contrast to the outstanding breakthrough of the trade - service sector, the Hanoi labor market recorded a relative narrowing in the proportion of recruitment demand in the processing and manufacturing - construction sector (accounting for 24.1%). However, the rapid progress of construction at key infrastructure mega-projects (such as Ring Road 4 - Capital Region, Ring Road 2.5, Red River overpass system) has made the demand for technical and actual construction human resources not cool down. The market maintains a state of selective recruitment, prioritizing maintaining the existing human resource framework and strengthening competition to attract a truly essential team of engineers, mechanics, and highly skilled workers.

The labor market in September continued to show differentiation and a clear supply-demand gap in terms of professional qualifications and occupational groups. In terms of qualifications, businesses focused on attracting high-quality human resources when the college and university degree and above ranges accounted for 58.5% of the total recruitment demand (of which university degrees and above accounted for 38.4% and college degrees accounted for 20.1%).

On the contrary, the supply side of job seekers witnessed the rise to the leading position of the group of untrained workers with 39.5% (due to the seasonal nature when students return to school to find flexible part-time jobs and seasonal workers job-hop), closely followed by the group with university degrees or higher accounting for 33.4%.

Regarding occupational groups, the recruitment demand of businesses is highest concentrated in the group of mid-level professionals (25.97%), senior professionals (24.17%) and office assistants (16.19%) to optimize the operating apparatus to warm up at the end of the year. Meanwhile, the supply of general labor and students is concentrated in part-time jobs in the service - retail sector, creating a mismatch between the high professional recruitment expectations of businesses and the seasonal labor supply in the market.

The Hanoi Employment Service Center assessed that the labor market in September will continue to be positively affected by the implementation of macroeconomic policies and new institutions, typically Decree No. 161/2026/ND-CP (regulating the base salary and bonus regime) and the Capital Law (amended) No. 02/2026/QH16.

The implementation of the Capital Law in parallel with the process of consolidating the two-level government model and Directive No. 17/CT-UBND on double-digit growth scenarios not only promotes the shift of public sector personnel in the third quarter, but also strengthens a solid legal foundation for policies to attract talent, develop high-tech human resources, semiconductor microchips and information technology to meet the development requirements of the new stage of the Capital," said Mr. Vu Quang Thanh - Deputy Director of Hanoi Employment Service Center.
