Pilot model of supporting birth registration at Hanoi Obstetrics and Gynecology Hospital

SÓNG HỮU (báo lao động) 02/10/2026 10:03 (GMT+7)

Hanoi - The pilot model of supporting birth registration at Hanoi Obstetrics and Gynecology Hospital is implemented in the last 3 months of 2026.

Vice Chairman of Hanoi People's Committee Truong Viet Dung has just signed official dispatch No. 4996 approving the policy of piloting a model to support birth registration at Hanoi Obstetrics and Gynecology Hospital.

The model applies to children who are Vietnamese citizens born at Hanoi Obstetrics and Gynecology Hospital, whose father or mother is registered for permanent residence in Hanoi, have a birth certificate and complete and unified related information.

Birth registration is under the authority of the commune-level People's Committee in the city. Pilot implementation is not applied to cases of surrogacy or cases with specific factors that need to be verified and resolved according to separate regulations.

For incomplete, unconsistent or complex dossiers, officials at support points only guide and coordinate information checks; do not self-handle content beyond their authority. The request to supplement dossiers must clearly state the content to be supplemented to limit people from having to travel many times.

According to the official dispatch, people can go to the support point of the City Public Administrative Service Center located at the hospital, log in with an electronic identification account to declare and submit dossiers online and be guided on how to operate when needed.

Hanoi Obstetrics and Gynecology Hospital issues birth certificates, interlinks electronic birth certificate data and is responsible for the accuracy of medical information created and provided by the hospital.

The City Public Administration Service Center guides, supports, receives and circulates dossiers according to current procedures, without replacing competent agencies for registration and issuance of birth certificates.

Commune-level People's Committees shall receive, resolve dossiers and return results according to regulations; do not require people to provide information and documents that can be legally exploited on the system, except in cases where supplementation is needed to ensure conditions for resolving dossiers.

In case of pilot implementation using the state budget, units must report to competent authorities for consideration and decision according to regulations.

The pilot program does not change the authority, order, procedures, dossier components, settlement time and responsibilities of the birth registration agency.

After the pilot period, the City Public Administration Service Center will preside over and coordinate with the Department of Justice, Department of Health, Hanoi Obstetrics and Gynecology Hospital and related agencies to summarize, evaluate, and report to the City People's Committee before December 31, 2026.

On that basis, the city considers expanding the scope, improving the model towards automation, inter-agency procedures and completing the legal basis.
