5-10% payroll will be streamlined when building the payroll framework for the 2027-2031 period
The development of staffing plans for the 2027-2031 period will be implemented in detail and objectively by localities, associated with streamlining 5-10% of staff.
Currently, localities are focusing on arranging staff associated with improving the quality of cadres, civil servants, and public employees; and at the same time building a staffing framework for the period 2027-2031.
Regarding the organizational structure and payroll, at the regular Government meeting in September 2026 held on October 3, Party Secretary of the Central Committee, Deputy Prime Minister Pham Thi Thanh Tra requested the Ministry of Home Affairs to urgently complete the project on the organizational structure framework of the administration from the Central to commune level, as a basis for determining payroll for the 2027-2031 period.
At the same time, the Ministry of Home Affairs reviews and builds a staffing framework for the 2027-2031 period for ministries and sectors; guiding localities to develop staffing plans for the next period to report to competent authorities.
The Deputy Prime Minister requested localities to develop specific, detailed, and objective staffing plans for the 2027-2031 period, closely following the principles and guidelines of the Central Organization Committee and the Ministry of Home Affairs.
In Conclusion No. 40-KL/TW dated June 2, 2026 of the Politburo, the 2027-2031 period will continue to streamline 5-10% of the staff of cadres, civil servants, and public employees.
According to the provisions of the Law on Urban Development, Ho Chi Minh City is allowed to decide the total number of staff members not exceeding 20% of the central government's assigned target. The city is developing a project to allocate staff for the city in the coming period, expected to be submitted to the Standing Committee of the Ho Chi Minh City Party Committee in October.
However, 20% is the ceiling level, not a target that must be used up or divided equally. Each additional payroll increase needs to be associated with job positions, specific tasks and efficiency in serving people and businesses.
Therefore, it is necessary to review the functions, tasks and job positions of each agency, unit, and locality to determine where it is lacking and where it can be rearranged.
In Hai Phong, on September 25, the City People's Council officially passed a resolution assigning 5,138 commune-level government targets for cadres and civil servants. The city's official payroll assignment for 2026 is due to the number of payrolls assigned by the Central Government in Decision No. 323-QD/BTCTW being lower than the number that the city had temporarily assigned earlier.
Therefore, the city has reviewed and adjusted the temporary assigned number to ensure that the total staff does not exceed the target assigned by the Central Government, and at the same time is suitable for the organizational structure, the number of existing cadres and civil servants, and the task requirements of each agency and unit.
According to the resolution, the number of officially assigned cadres and civil servants of the commune-level government block is 918 people lower than the number temporarily assigned previously and 25 people lower than the number of cadres and civil servants present at the time of September 15. At the city level, the number of staff assigned in 2026 also decreased by over 500 targets compared to the number temporarily assigned, lower than the number present.
Party committees, agencies, and units must base on the assigned staff quotas to develop staff streamlining plans for their localities, agencies, and units, and bring back the assigned number no later than October 30th as required by the Standing Committee of the City Party Committee.
In Ca Mau province, in 2026, the locality is assigned 4,593 staff positions of cadres and civil servants in state administrative agencies and organizations.
After completing the arrangement, transfer and review of the staff, Ca Mau will advise competent authorities to recruit civil servants and public employees to supplement the remaining manpower, ensuring staffing suitable to the requirements of performing tasks.
