The national data platform will be put into operation in the second quarter of 2026

On the afternoon of December 29, General Secretary To Lam visited and worked at National Data Center No. 1 (in Hoa Lac High-Tech Park, Hanoi).

Speaking at the meeting, the General Secretary emphasized that from a big, new and difficult policy, the National Data Center has been deployed to build with a proactive, drastic, creative, and rapid spirit, overcoming many difficulties in terms of institutions, technology, organizational structure, human resources and practical implementation conditions.

In the new development method, the General Secretary stated that data has become a strategic resource, a new type of resource, of special importance to national governance capacity, the competitiveness of the economy and the quality of life of the people.

Building a National Data Center to truly become the heart of the data economy, data society, a brain that directly and effectively serves the leadership, direction and administration of the Party, State and the activities of the whole society, the General Secretary emphasized.

The General Secretary emphasized that this is a "national" task, a common responsibility of the entire political system, not just of an agency or a force. The Ministry of Public Security is assigned the task of State management of data and assisting the Government in managing and operating this Center.

Accordingly, it is necessary to speed up the work of creating, connecting data, standardizing, cleaning, managing data and exploiting and promoting the value of data. A national comprehensive database must be formed in the first quarter of 2026 to connect related data warehouses. Ensure that all integrated data complies with the principle of "correct, complete, clean, living, unified, connected and shared", thoroughly overcome the situation of scatteration and sand based on data.

Ensure 100% of online public services are fully qualified out of the total number of online public services, creating maximum convenience for people and businesses.

Urgently deploy and put into operation the National Database in the second quarter of 2026. Forming and developing an ecosystem for data innovation, linking the National Data Center with scientific research, creative startups, investment, and data economic development, so that data can truly become a new driving force for development.

Focus on researching and mastering core technologies, strategic technologies, especially cloud computing technology, artificial intelligence, block chains and shared data platforms; gradually improving autonomy, reducing dependence on foreign countries, ensuring national digital sovereignty.

The General Secretary also emphasized: "We must set the requirements to ensure data security and safety at the highest level". National data is a strategic asset, associated with national sovereignty, national security and the rights of the people.

Therefore, network security, information security, and data security must be consistent, strict requirements, and have the nature of "steel discipline" of the armed forces; no loopholes are allowed, no subjectivity is allowed; security and safety must not be exchanged for convenience or speed.

The General Secretary requested special attention to the human factor. Build a team of staff from the National Data Center who are both good at their profession, solid in political courage, clear in professional ethics, and have a spirit of serving the Fatherland and the people.

There are specific mechanisms and policies to attract and employ high-quality human resources, especially human resources operating in key, core positions such as Senior Master of Construction, Chief Architect.
