Transfer from people running by procedure to data running instead of people

On the afternoon of December 18, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh - Head of the Government Steering Committee on science, technology development, innovation, digital transformation and Project 06 chaired a conference to review 1 year of implementing the Government's action program to implement Resolution No. 57-NQ/TW, 5 years of implementing the overall State administrative reform program, 4 years of implementing Project 06.

Reporting at the conference, Deputy Minister of Public Security Nguyen Van Long emphasized that Project 06 has built strategic tools, helping to transform from traditional administration, based on documents and direct contact, to modern digital governance, based on data and smooth connection.

Accordingly, the household registration book and temporary residence book have been abolished for decades, switching to population management by electronic means and digital data, from "people follow procedures" to " data run for people".

Successfully developing the national identification application VNeID as a central tool connecting the State with people and businesses; increasingly integrating more and more essential documents and services, being a "digital access point" for people to carry out administrative procedures, public services, access utilities in healthcare, education, social security, finance - banking and many other fields.

The National Population Database (CSDL) has provided a source of correct, complete, and clean data for ministries, branches, and localities to exploit and perform more than 4,000 online public services, including more than 2,000 full-process online public services.

In addition to achievements, the Deputy Minister of Public Security pointed out that some places still approach Project 06 with the mindset of having to complete administrative tasks according to targets without realizing that it is a driving force for the development and innovation of management methods.

Regarding thinking and mechanisms, we have not yet completely escaped the wear and tear of the thinking of asking - giving, local management, considering data as a separate resource, regulations related to data sharing, hiring technology services, payment, and settlement still have many problems.

Regarding the key tasks in the coming time, the Deputy Minister of Public Security stated that it is necessary to focus on perfecting institutions for digital transformation in a synchronous, stable and long-term direction.

Completing the digital citizen ecosystem, creating a digital citizen generation, with adequate knowledge and digital skills, and having rights and responsibilities when participating in digital society activities.

To do that, a special mechanism is needed to mobilize people to participate in digital transformation from the people's own data, to form a comprehensive database for each citizen and the whole community. Continue to develop and upgrade VNeID as a center connecting people with the State, people with businesses and people with people.

It is necessary to build creative and data mining centers, where startups have access to safe data to develop innovative solutions.

At the same time, it is necessary to build a transparent "data trading center", where data is bought and sold legally and publicly, creating revenue for the budget and motivation for businesses.
