It is strictly forbidden to use AI to simulate real people and events to deceive

The National Assembly passed the Law on Artificial Intelligence, which will take effect from March 1, 2026.

This Law stipulates the research, development, supply, deployment and use of artificial intelligence systems; rights and obligations of relevant organizations and individuals and state management of artificial intelligence activities in Vietnam.

Artificial Intelligence activities only serve national defense and security purposes, and are not subject to this Law.

The basic principle in artificial intelligence activities is to take people as the center; ensure human rights, privacy, national interests, public interests and national security; comply with the Constitution and the law.

Artificial Intelligence serves humans, not replacing human authority and responsibility. Ensure the maintenance of human control and intervention in all decisions and behaviors of the artificial intelligence system; system safety, data security and information security; the ability to check and supervise the development and operation of the artificial intelligence system.

Ensure fairness, transparency, no thienence, no discrimination and no harm to people or society; comply with ethical standards and cultural values of Vietnam; fulfill the responsibility to explain the decisions and consequences of the artificial intelligence system...

The Law on Artificial Intelligence also stipulates prohibited acts. Typically, it is to prohibit the exploitation and appropriation of artificial intelligence systems to commit acts that violate the law, infringe upon the legitimate rights and interests of organizations and individuals.

It is strictly forbidden to develop, provide, deploy or use artificial intelligence systems for purposes such as using fake elements or simulating real people and events to deceive or manipulate human perception and behavior in a deliberate and systematic manner, causing serious damage to the legitimate rights and interests of humans.

Taking advantage of the weaknesses of vulnerable groups, including children, the elderly, people with disabilities, ethnic minorities or people with civil act capacity limitations, people with difficulty in perception, people who master behavior to cause harm to themselves or others.

At the same time, prohibit the creation or dissemination of fake content that can seriously endanger national security, order and social safety.

The law also strictly prohibits the collection, processing or use of data to develop, train, test or operate artificial intelligence systems contrary to the provisions of the law on data, personal data protection, intellectual property and cyber security.

It is strictly forbidden to conceal information that must be public, transparent or explainable; erase or distort information, labels, and warnings that are mandatory in artificial intelligence activities...
