Officially inspect motorbike emissions in Hanoi, Ho Chi Minh City from July 1, 2027
The Prime Minister's Decision stipulates that Hanoi and Ho Chi Minh City will inspect emissions from motorbikes and mopeds from July 1, 2027.
The Prime Minister issued Decision No. 13/2026/QD-TTg stipulating the roadmap for applying the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
The decision stipulates the time to start the inspection of emissions of motorbikes and mopeds participating in road traffic as follows:
From July 1, 2027 for Hanoi and Ho Chi Minh City;
From July 1, 2028 for the remaining centrally-run cities;
From July 1, 2030 for the remaining provinces. Depending on the actual situation, these provinces may stipulate earlier deadlines.
The decision clearly states that motorcycles manufactured or imported before 2008 apply Level 1 - the maximum permissible limit value of emissions specified in the national technical regulations on emissions of motorcycles and mopeds participating in road traffic.
Motorcycles manufactured or imported from 2008 to the end of 2016, apply Level 2 - the maximum permissible limit value of emissions specified in the national technical regulations on emissions of motorcycles and mopeds participating in road traffic.
Motorcycles manufactured or imported from 2017 to June 30, 2026, apply Level 3 - the maximum permissible limit value of emissions specified in the national technical regulations on emissions of motorcycles and mopeds participating in road traffic.
Motorcycles manufactured or imported from July 1, 2026, apply Level 4 - the maximum permissible limit value of emissions specified in the national technical regulations on emissions of motorcycles and mopeds participating in road traffic.
Motorcycles manufactured or imported before 2016, apply Level 1 - Maximum permissible limit value of emissions specified in the national technical regulations on emissions of motorcycles and motorbikes participating in road traffic.
Motorcycles manufactured or imported from 2017 to June 30, 2027, apply Level 2 - Maximum permissible limit value of emissions specified in the national technical regulations on emissions of motorcycles and motorbikes participating in road traffic.
Motorcycles manufactured or imported from July 1, 2027, apply Level 4 - Maximum permissible limit value of emissions specified in the national technical regulations on emissions of motorcycles and motorbikes participating in road traffic.
From January 1, 2028, motorbikes and mopeds participating in traffic in Hanoi and Ho Chi Minh City must meet the regulations on emissions Level 2 or higher.
The decision stipulates that from January 1, 2028, motorbikes and mopeds participating in traffic in Hanoi City and Ho Chi Minh City must meet the regulations on emissions Level 2 or higher.
Motorbikes and mopeds participating in traffic into the "low emission zone" of Hanoi City according to the provisions of the Capital Law must meet the regulations on emissions according to the Resolution of the Hanoi City People's Council.
According to Circular No. 92/2025/TT-BNNMT of the Ministry of Agriculture and Environment, the national technical regulation on emissions of motorbikes and mopeds participating in road traffic includes 4 maximum limit values allowed for each parameter Hydrocarbon (HC), Carbon Monoxide (CO) in emissions of motorbikes and mopeds participating in road traffic.
The maximum permissible limit value of CO, HC parameters in emissions of motorcycles and motorbikes with forced combustion engines participating in road traffic is specified in the following table:
