HCMC prepares to inspect the emissions of more than 11.3 million motorbikes from mid-2026
Ho Chi Minh City is preparing the necessary conditions to implement motorcycle emission inspection, with a scale of more than 11.3 million vehicles, starting from mid-2026.
The Ho Chi Minh City Department of Construction has just sent a document to the Ho Chi Minh City Department of Agriculture and Environment, Ho Chi Minh City Police, motor vehicle inspection facilities and affiliated departments and units on the implementation of emission inspection of motorbikes and mopeds participating in road traffic.
Previously, the Ministry of Agriculture and Environment issued Circular No. 92/2025 regulating national technical regulations on emissions of motorbikes and mopeds participating in road traffic. This Circular will officially take effect from June 30, 2026.
To meet the needs of emission inspection in the coming time, the Ho Chi Minh City Department of Construction requires inspection facilities to urgently review and rearrange all existing facilities, and at the same time consider arranging areas with suitable areas to organize inspections and issue emission inspection certificates for motorbikes and mopeds.
Inspection facilities are also required to proactively coordinate with equipment suppliers to review, inspect, and validate vehicle inspection tools and equipment, ensuring full compliance with technical requirements according to regulations in the National Technical Regulation on inspection facilities. The inspection and standardization of measuring devices must strictly comply with the provisions of the law on measurement.
Regarding emission measuring devices for motorbike and moped inspection, the Ho Chi Minh City Department of Construction emphasized the requirement to have inspection management software, and at the same time arrange separate areas to serve this activity.
In addition, the Ho Chi Minh City Department of Construction encourages inspection facilities to develop investment plans, purchase vehicles, and fully equip necessary measuring tools and equipment to serve the inspection of emissions of motorbikes and mopeds outside the inspection facilities, according to the provisions of QCVN 103:2024/BGTVT.
Units are also required to urgently contact the Vietnam Register for guidance and information on appropriate emission measuring devices that meet technical requirements, compatible with the emission inspection software program and related technical configurations, to ensure that inspection is implemented in accordance with current regulations.
According to the Ho Chi Minh City Department of Construction, after merging with Binh Duong and Ba Ria - Vung Tau, Ho Chi Minh City is currently managing more than 11.3 million motorbikes.

According to Circular 92/2025, vehicles manufactured before July 1, 2026 will apply old emission levels (Level 1, 2, 3), while newly manufactured vehicles from July 1, 2026 onwards must comply with more stringent emission standards (Level 4).
