Inauguration speech of President of the State by Comrade To Lam, General Secretary of the Party Central Committee

Dear leaders and former leaders of the Party, State, National Assembly, Government, and Vietnam Fatherland Front.

Dear National Assembly Chairman, National Assembly deputies,

Dear compatriots, comrades, voters nationwide and international friends.

In the sacred and solemn moment of the Inauguration Ceremony of the President of the Socialist Republic of Vietnam, I sincerely thank voters and people nationwide, with the spirit of responsibility, aspiration to build the homeland and country and steadfast belief in the Communist Party of Vietnam, for successfully organizing the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term. This is a convergence from the thousands of years of civilization of the nation, fostering heroism and strong determination to realize the two 100-year strategic goals, so that by 2045, Vietnam will become a developed country with high income, a socialist country with peace, independence, democracy, prosperity, prosperity, civilization, and happiness.

I sincerely thank the Central Executive Committee of the Party for trusting and introducing me to assume the position of President and the National Assembly for trusting and electing me to this responsibility.

I would like to express my boundless gratitude for the immense merits of the great President Ho Chi Minh, the genius leader of our Party and our nation; for the predecessors, revolutionary soldiers, communist party members, of millions of heroic martyrs who bravely fought and sacrificed for the independence, sovereignty, unity and territorial integrity of the Fatherland, for socialism and noble international obligations; of generations of people, those who forgot themselves in labor, creativity, making great contributions to the glorious revolutionary cause of the Vietnamese nation.

I am deeply aware that taking on the responsibility of General Secretary of the Central Executive Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam, is an extremely great honor, a sacred and noble responsibility and obligation, and also the trust and expectation of the entire Party, people, and army towards the head of the Party and State. I will join the entire Party, people, and army, especially the Central Executive Committee of the Party, to take the revolutionary ship through all great waves and winds, to reach the finish line soon, fulfilling the wishes of President Ho Chi Minh and the aspirations of the nation "The entire Party and people unite to strive, build a peaceful, unified, independent, democratic and prosperous Vietnam, and make worthy contributions to the world revolutionary cause".

In the context of a situation with many contemporary challenges, domestically implementing many strategic policies with major goals of historical significance, my top priority in the position of General Secretary-President of the Socialist Republic of Vietnam is "Maintaining a peaceful and stable environment; promoting rapid and sustainable development of the country; improving all aspects of people's lives, so that people can enjoy all achievements of development; increasing Vietnam's contribution to peace, stability, development, and progress in the region and the world".

Together with the entire Party, people, and army, focus on building a socialist rule-of-law state, building an autonomous, self-reliant, and self-strengthening economy; a comprehensive and modern national defense and security; a streamlined, effective, and efficient political system; a developed, united, cultural and humane society. Creating a new development ecosystem, implementing strategic autonomy, taking development for stability, stability for rapid and sustainable development of the country. Establishing a new growth model with science, technology, innovation and digital transformation as the main driving force. Building a modern national education, comprehensively developing Vietnamese people, developing high-quality, high-level human resources to meet development requirements in the new period. Completing models, mechanisms, and policies for managing modern, comprehensive, inclusive, and sustainable social development. Build discipline of responsibility, discipline of implementation, match words with deeds, do it to the end, do it for the people, the results of work must be effective and substantive throughout the entire political system.

Deploying foreign affairs and international integration at a new height, contributing more effectively to the country's strategic goals and showing greater responsibility for world peace and development; with the motto "Ensuring the highest national and ethnic interests; taking peace, independence, self-reliance, and self-strengthening as the foundation; placing the people at the center of all policies; considering contributions to the international community as a responsibility"; bringing our country into harmony with the flow of world politics, international economy and human civilization.

Complete and implement the Strategy for National Protection, the National Security Strategy to meet the requirements and tasks of protecting the Fatherland and protecting national security in the new era. Prioritize strengthening potential, implementing strategic autonomy in national defense and security, building revolutionary, regular, elite, and modern armed forces, capable of proactively eliminating all dangers early and far away and firmly protecting the Fatherland and protecting national security in all situations. Consolidate a peaceful, stable, secure, orderly, disciplined, safe, and healthy environment at a high level, contributing to peace and stability in the region and the world.

In performing the tasks of General Secretary and President, the top priority is to thoroughly grasp and thoroughly practice the viewpoint "The people are the root", strongly promote the subjective role of the People, mobilize the strength of the people and the great national unity bloc. The highest goal and ultimate destination is for the people to enjoy the fruits of development.

I hope to receive close coordination from the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the National Assembly Standing Committee, the Government, the Supreme People's Court, the Supreme People's Procuracy, the Vietnam Fatherland Front and member organizations, departments, ministries, branches, localities and compatriots, comrades, soldiers across the country, and our compatriots abroad, so that I can fulfill the noble mission of the Head of State: To protect, build, and develop the socialist Vietnamese Fatherland and serve the people.

With a thousand-year tradition of building and defending the country and the great heritage values from our forefathers, with the desire to rise continuously, iron will and resilient bravery, with the truth "Vietnam is one, the Vietnamese nation is one", with the determination not to let the country fall behind, not to let the people lose the opportunity to develop, must act for the long-term and bright future of the nation, with the support and assistance of international friends, Vietnam will definitely continue to write new brilliant chapters in the development journey, completing the strategic goals set out.

Once again, I would like to express my sincere and deep gratitude for the Party, State, National Assembly, and People trusting me to entrust me with a great responsibility.

Wishing the leaders of the Party, State, National Assembly, Government, Vietnam Fatherland Front, veteran revolutionaries, former leaders of the Party and State, National Assembly deputies, distinguished guests and the entire People health and happiness.
