Strengthening policies to attract and promote talent

Associate Professor, Dr. Nguyen Le Hung, Principal of the University of Technical Education - University of Da Nang, said that the 14th National Party Congress took place at a particularly historic time, when our country had accumulated enough position and strength after 40 years of renovation, while facing intertwined opportunities and challenges in a rapidly changing, complex and unpredictable world.

As an educator, Mr. Nguyen Le Hung has a firm belief in the strategic orientation that the Party has outlined.

Regarding policies to attract and promote talent, to meet the 4.0 Industrial Revolution, Mr. Nguyen Le Hung proposed that it is necessary to continue to "improving outstanding mechanisms and policies, in line with the characteristics of creative labor". Vietnam needs special mechanisms, even specific to income and working environment to attract leading experts and good scientists at home and abroad.

The remuneration policy does not stop at wages but also honors and creates a creative working environment. Therefore, the State needs to encourage and protect intellectuals and scientists who " daring to think, daring to do, daring to make breakthroughs for the common good", creating maximum conditions for them to contribute to the industrialization and modernization of the country.

Associate Professor, Dr. Nguyen Le Hung shared: I hope the 14th Congress will pass revolutionary decisions on thinking, considering education and training and science and technology as truly the top national policy. In the coming term, I believe that the Party will continue to strongly arouse the development aspiration, the spirit of self-reliance, self-strengthening and the will to rise up of the whole society. In particular, higher education will be given a central role in training human resources and knowledge for the country to enter a new stage of development, directly contributing to turning the country into a developing country with modern industry and high average income by 2030".

Promoting the effectiveness of intellectuals

Following the Opening Session of the 14th National Party Congress, Mr. Bui Van Tieng - Chairman of the Da Nang City Historical Science Association, former Head of the Da Nang City Party Committee's Organization Committee, said that he was most interested in how the 14th National Party Congress would develop science and technology and promote the intellectual team.

In the Draft documents of the Congress, it can be seen that the Party's viewpoint has been clearly stated: " Establishing a new growth model, taking science and technology, innovation, national digital transformation as the main driving force and developing the private economy as the most important driving force; perfecting development institutions associated with synchronously implementing four transformations: Digital transformation, green transformation, energy transformation, restructuring and quality of human resources; attracting, promoting talent, promoting the development of new productive forces".

Mr. Bui Van Tieng commented that at this 14th National Party Congress, the viewpoint of considering education - training and science - technology as the top national policy was emphasized; the issue of developing science and technology and promoting intellectuals was more concretized than previous terms, with the premise being Resolution No. 57-NQ/TW of the Politburo on breakthroughs in developing science, technology, innovation and national digital transformation.

In particular, this Congress emphasizes the connection between science - technology with education - training, especially with higher education.

In addition, as a person born and raised in a Central Coast locality, Mr. Bui Van Tieng expressed his gratitude when the Draft Documents of the 14th Congress set the task of developing and implementing the Project to ensure water security, safety of dams and reservoirs; at the same time, building and perfecting a system of natural disaster risk maps and an early warning system for natural disasters.

According to him, in recent times, domestic scientists have devoted much effort to researching and proposing solutions to prevent urban flooding, preventing landslides and coastal areas.

These academic and practical concerns and recommendations need to continue to be accepted and concretized in the Draft Political Report and Draft Action Program of the Party Central Committee to implement the Resolution of the 14th National Party Congress. Only then will our Party truly lead the development of science and technology and promote a team of intellectuals more effectively in the cause of national development.
