The 14th National Congress of the Communist Party of Vietnam (14th National Congress) took place from January 19 to 25 in Hanoi, a particularly important political event of the Party and State of Vietnam, with strategic orientation for the country's development in the new period.

The draft political report submitted to the 14th National Party Congress has identified the goal of developing the country in the new period: Maintaining a peaceful and stable environment; rapid and sustainable development of the country and firmly defending the Fatherland; improving and comprehensively enhancing people's lives; strategic autonomy, self-reliance, confidence, and strong progress in the new era of the nation; successfully implementing the goal of becoming a developing country with modern industry and high average income by 2030; realizing the vision of becoming a developed country with high income by 2045 for a peaceful, independent, democratic, prosperous, prosperous, civilized, happy Vietnam, firmly moving towards socialism.
Speaking to Lao Dong Newspaper, National Assembly delegate Tran Hoang Ngan (HCMC delegation) said that the draft political report has set a growth target for the period 2026 - 2030 of 10% or more. This is to realize the vision of national development, soon turning our country into a developed country with high income, prosperity and civilization. This goal is built on a foundation that has been prepared for many years, especially the achievement in the 40th anniversary of Doi Moi. The goal is also placed on the foundation of institutions, infrastructure, science and technology, innovation, and digital transformation prepared in recent years.
In recent times, many strategic resolutions on breakthroughs in science - technology, private economy, institutional improvement, education, health care and State economic development... have formed a system of synchronous solutions. This creates an overall driving force for the new development stage" - delegate Ngan said.
According to Mr. Tran Hoang Ngan, the 15th National Assembly with a record volume of legislative work, carried out over 200 legislative tasks. In particular, there are many laws and resolutions containing legal provisions promoting decentralization and delegation of power in the direction of "locality decides, locality does, locality is responsible", creating an increasingly open institutional environment for development.
In addition, there is a clear step forward in the socio-economic infrastructure. By the end of 2025, the whole country has put into operation about 3,345km of the main expressway and 458km of the intersection and access road to connect these expressway systems with national highways as well as the local transport system. This is an important foundation for connecting growth poles, attracting investment and promoting national advantages.
Another foundation is the policy of developing high-quality human resources, associated with specific mechanisms in some localities to attract talent. At the same time, science - technology, innovation and digital transformation have been identified as key drivers. Thus, we have identified the shift of the growth model from breadth to depth, improving labor productivity, developing the digital economy... This is one of the driving forces for Vietnam to achieve double-digit growth in the coming period - Mr. Tran Hoang Ngan discussed.
Ready to accelerate growth
In the discussion, economic expert Dr. Nguyen Minh Phong said that since the 13th Congress, we have set a goal of developing the country at the 2030 and 2045 milestones. However, during the implementation process, we encountered the impact of the COVID-19 pandemic, affecting the growth target as planned. This creates a delay in growth rate from now until 2045.
Therefore, the draft documents of the 14th Congress require stronger acceleration, otherwise it will affect the entire proposed strategy. This explains why we set a very high growth target, double-digit growth.
According to Dr. Nguyen Minh Phong, we are having great advantages in developing the digital economy, digital transformation and applying science and technology. In fact, the digital economy has a growth rate of about 3 times that of the traditional economy. If we focus on investing heavily in the digital economy and science and technology, it will create breakthroughs to compensate for the slow growth of the material sector, thereby creating higher overall growth.
Recently, the Politburo issued many important resolutions, from Resolution 57 to Resolution 80. All will join forces to create a new ecosystem to free up resources, improve responsibility and efficiency, increase FDI attraction and promote the role of the private economic sector. These are motivations that we have not exploited or fully promoted before; in the future, we will be able to join forces more strongly" - Dr. Nguyen Minh Phong discussed.
According to Dr. Nguyen Minh Phong, we have had a foundation and accumulated development experience in 40 years of innovation. If the experience and platform are exploited and promoted well, these drivers will create combined strength to achieve higher growth rates. Therefore, the double-digit growth target is realistic, with every basis to help the country develop rapidly and sustainably.
