Nghe An reviews the activities of mass organizations

QUANG ĐẠI (báo lao động) 21/10/2026 14:27 (GMT+7)

Nghe An - The province requests to review Nghe An mass associations, handle inadequacies in organization, operation, financial management and personnel.

On October 21, information from the People's Committee of Nghe An province said that the province has issued Official Dispatch No. 13742/UBND-TH on strengthening state management, reviewing and rectifying the organization and operation of mass associations in the area.

According to the People's Committee of Nghe An province, in the past time, mass associations basically maintained stable operations, promoting their role in social life. However, management in some fields and localities is still limited; some associations have not strictly complied with the provisions of law.

Notably, some associations self-organized congresses without being approved by competent authorities, did not report the congress results, and did not fully implement the periodic reporting regime on organization, operation, finance and assets.

Some associations still lack legal documents, have not updated contact information and data according to regulations.

Previously, Lao Dong Newspaper had many articles reflecting issues related to the organization, personnel and operation of the Nghe An Karate Federation.

In 2024, Lao Dong Newspaper reflected issues regarding leadership personnel qualifications, congress organization, and compliance with regulations in the federation's operations. In January 2026, the Nghe An Karate Federation held its 3rd Congress, term 2026-2031.

According to the direction of the People's Committee of Nghe An province, departments, boards, and branches must comprehensively review the organization and operation of associations under their management in the period 2023-2026.

Associations are divided into 4 groups: operating effectively; operating ineffectively or facing difficulties; not operating or not being able to contact; violating the law and association charter.

For associations that are slow to organize congresses, do not report congress results or violate the reporting regime, management agencies must request explanations, determine responsibilities and deadlines for rectification.

Associations that operate ineffectively, do not meet the conditions to maintain or have similar fields of operation will be considered for arrangement, consolidation, merger or dissolution according to regulations.

Previously, Nghe An had a plan to arrange mass associations assigned by the Party and State, accordingly, the provincial level still has 18 associations belonging to this group.

The Provincial People's Committee assigned the Department of Home Affairs to take the lead in summarizing the review results and advising on handling plans; and at the same time requested localities to consolidate association organizations in accordance with the two-level government model.

Departments, branches, and localities must report the results of evaluation and management of association activities before December 15th every year.

The review aims to rectify shortcomings, identify management responsibilities and improve the operational efficiency of mass associations in Nghe An.
