Voters in mountainous Da Nang propose removing difficulties for Ngoc Linh ginseng growing area

On October 13th, the Delegation of National Assembly Deputies of Da Nang City met with voters in Tra Tap and Tra Tan communes before the second session of the 16th National Assembly. Many recommendations focused on the specific difficulties of mountainous areas, especially livelihood development, transportation and policies for ethnic minorities.

Notably, voters proposed adjusting the mechanism for leasing forest environmental services to grow Ngoc Linh ginseng according to Decree 183/2025. According to regulations, the lease term is 10 years, and can only be extended once for no more than 2/3 of the initial term, which is not suitable for the growth and development cycle of ginseng plants.

Voters also proposed to have a mechanism to open roads for people to enter ginseng growing areas, creating favorable conditions for people to care for, protect and develop raw material areas, gradually increasing income.

Traffic difficulties also directly affect people's lives. Tra Tap has a large area, many villages are far from the center, from the end of the road, cars have to walk for hours to get there. Therefore, voters proposed increasing the number of Commune People's Council delegates to suit the specific characteristics of the area, ensuring that the voices of people in remote and isolated areas are reflected promptly.

In Tra Tan commune, the recommendations also reflect many inadequacies in policy implementation in mountainous areas.

Notably, many households have lived stably through many generations, without land disputes but lacking documents proving legal residence, leading to difficulties in registering residence and resolving social security procedures.

Voters proposed simplifying procedures, allowing the use of confirmation from the Commune People's Committee about the stable and dispute-free land use process as a basis for residence registration.

In particular, further decentralization of tasks to commune authorities must go hand in hand with supplementing human resources and resources. In fact, some tasks in the health sector exceed the capacity of commune health stations due to a lack of professional human resources.

Voters proposed removing obstacles regarding livelihood support norms, simplifying procedures for settlement of national target programs; and at the same time investing in school facilities, semi-boarding kitchens and supplementing teachers and nurturing staff.

The recommendations at the meeting in Tra Tap were exchanged and explained by the Delegation of National Assembly Deputies of Da Nang City and representatives of departments and branches, and at the same time received and summarized for transfer to competent authorities for consideration and resolution.
