Minister of Home Affairs points out the reason why 1.6 million young people have "3 no's

LƯƠNG HẠNH (báo lao động) 16/10/2026 09:22 (GMT+7)

The Minister of Home Affairs pointed out the reasons why about 1.6 million young people are unemployed, do not participate in studying, and do not participate in training.

On the afternoon of October 15, in Hanoi, the Government Office, the Ministry of Home Affairs and the Central Committee of the Ho Chi Minh Communist Youth Union organized the Prime Minister's dialogue program with youth in 2026.

At the dialogue program with youth, Mr. Nguyen Tien Hai - Member of the Party Central Committee, Minister of Home Affairs, Chairman of the National Committee for Vietnamese Youth said that Vietnam's labor market is changing rapidly and deeply under the impact of science and technology.

According to studies, the development of AI both changes the requirements for workers' qualifications, creates new jobs, and also causes difficulties for a part of workers, especially those who have not been trained and have not had time to adapt to scientific and technological advances.

The Minister said that according to the Q3/2026 statistical report, the unemployment rate of Vietnamese youth aged 15 to 24 is 9.07%, about 4 times higher than the general unemployment rate of the whole country of 2.22%.

In addition, there are about 1.6 million unemployed young people, who do not participate in education and training, accounting for 11.2% of the total number of young people. However, this rate is still lower than the global average (over 20%) and Southeast Asia (over 16%).

According to the Minister, the high rate of youth "3 no's" increases the risk of wasting young human resources, creating pressure on the social security system in the long term. However, in all economies, there is always a certain rate, associated with the transition from studying to working or temporarily not participating in the labor market.

According to the Minister, the above situation stems from a number of main reasons.

First, the structure and quality of training are still limited, especially the mismatch between training and the needs of the labor market.

Second, the opportunity to access education, information about employment and occupations for young people is still limited, especially in remote and isolated areas and ethnic minority areas.

Third, a part of young people still lack experience, skills to access careers and jobs, and are not actively looking for jobs. Even, some people have a psychology of not wanting to go to work because they are protected by their families.

These issues increase the risk of wasting young human resources, while creating pressure on the social security system in the long term.

Faced with that situation, Minister Nguyen Tien Hai said that it is necessary to synchronously implement many solutions. First of all, it is necessary to raise awareness of all levels, sectors and youth about studying, training, especially vocational training, as well as career orientation for themselves. This is an important factor to help young people have the right awareness and choose a suitable direction.

The Minister also proposed to continue to implement synchronously and effectively socio-economic development solutions, thereby creating more jobs and new jobs for workers, including young people. Rapid and sustainable economic development is also the basis for creating sustainable jobs.

The Minister proposed to promote training, fostering, and improving the qualifications and professional skills of workers, especially young people; pay attention to information technology skills and link training with the needs of the labor market in the context of digital transformation.

On the side of the Ministry of Home Affairs, the Minister said that the Ministry is continuing to implement solutions according to its assigned functions and tasks.
