Ministry of Public Security answers many questions and recommendations from farmers
Hanoi - Many questions and recommendations have been clarified at the forum "Ministry of Public Security - Central Vietnam Farmers' Association listens to farmers speak".
On the afternoon of October 16th, the forum "Ministry of Public Security - Central Vietnam Farmers' Union listens to farmers speak for the first time, 2026" with the theme "Joining hands to maintain peace from the grassroots level, building a disciplined, safe, civilized, harmonious, and developed society" officially took place in Hanoi Capital.
Mr. Luong Quoc Doan, Member of the Party Central Committee, Chairman of the Vietnam Farmers' Union Central Committee and Senior Lieutenant General Le Van Tuyen, Member of the Party Central Committee, Deputy Minister of Public Security chaired the forum.
At the forum, representatives of professional units of the Ministry of Public Security exchanged and clarified the questions and recommendations of farmers.

Regarding the issue of organizing forces to ensure security and order at the grassroots level (village and hamlet level), Colonel Tran Quy Truong, Deputy Director of the Department of Building the Movement to Protect National Security (Ministry of Public Security) said that the arrangement and merger of villages and residential groups increases the population size, expands the management area, and poses higher requirements for ensuring security and order at the grassroots level.
Therefore, the viewpoint of the Ministry of Public Security is not to let the arrangement reduce the quality and efficiency of the force's operations, and not to let gaps arise in grasping the situation, managing the area and ensuring security and order.
The Ministry of Public Security has issued an official dispatch guiding the local police to advise competent authorities to maintain the stability of the number of members of the force participating in protecting security and order at the grassroots level, without mechanical cuts; and at the same time arrange and adjust forces in accordance with the population size, area, nature of the area and task requirements after arrangement and merger.
Thus, merging villages and residential groups does not mean narrowing down the security and order protection force at the grassroots level. The goal is to organize and arrange timely support for commune-level police in ensuring security and order.
Clarifying the issue of population data management in rural areas, Major General Nguyen Manh Hung - Deputy Director of the Department of Administrative Management of Social Order Police (Ministry of Public Security) said that this is a content that the sector is also very interested in.
Major General Nguyen Manh Hung proposed 3 solutions to shorten the gap to better serve the management of rural population data.
First, develop telecommunications infrastructure to villages and hamlets. This is considered a prerequisite. When broadband Internet and mobile networks are expanded to villages and hamlets, people can update information anytime, anywhere through smartphones or network-connected devices.
Second, bring forces down to the grassroots level, "going through every alley, knocking on every door". Local police coordinate with local authorities and unions to strengthen mobile guidance at the one-stop-shop department, reaching households to support VNeID activation, creating a strong spillover effect.
Third, replicate the model of Community Digital Technology Groups, mobilizing the participation of technology-savvy groups such as young union members.
Fourth, promote propaganda and raise digital awareness: We determine that it is necessary to strengthen propaganda and disseminate digital knowledge and skills through the "Digital Education for All" movement.
At the forum, Colonel Nguyen Hong Quan, Deputy Director of the Cyber Security Department (Ministry of Public Security) clarified the methods and tricks of fraud in cyberspace in the past time.
Leaders of the Cyber Security Department recognize that the situation of multi-level marketing fraud, online fraud and black credit is developing very complicatedly, with the risk of returning to rural areas - where people have little opportunity to access preventive information, causing many people to fall into traps and get involved in criminal consequences.
Over the past time, propaganda to raise awareness for people in rural areas has been promoted by the Ministry of Public Security through many solutions. Thanks to those synchronous efforts, property fraud crimes in cyberspace have decreased by about 30% compared to 2024.
Colonel Nguyen Hong Quan emphasized that nothing is more important than people's awareness, because when there is good awareness, crime will be reduced.
In the coming time, the Ministry of Public Security will continue to closely coordinate with the Central Vietnam Farmers' Union to organize mobile training and propaganda classes directly to villages and hamlets, helping people firmly grasp skills to identify and protect their family's property against sophisticated fraudulent tricks.

Speaking at the forum, Senior Lieutenant General Le Van Tuyen, Member of the Party Central Committee, Deputy Minister of Public Security, said that the forum recorded many practical questions from cadres and farmer members, directly exchanged and answered by professional units of the Ministry of Public Security and the Central Vietnam Farmers' Union, focusing on ensuring security and order, preventing and combating crime, and promoting the role of farmers in building and protecting the Fatherland.
