This Congress, we not only appreciated the 5 years of implementing the Resolution of the 13th National Party Congress, but also appreciated the 40 years of implementing the Doi Moi process at the time of opening a new era.

General Nguyen Trong Nghia said that the documents of the 14th National Party Congress, when talking about the task of protecting the Fatherland, building the armed forces in general, building the Army in particular, discussed many major viewpoints: The viewpoint of ensuring the absolute and direct leadership of the Party in all aspects over the Army; the viewpoint of building an elite and modern regular revolutionary army; the viewpoint of building a clean, strong, exemplary and exemplary Party Committee of the Army.

To concretize this viewpoint, this time our Party's viewpoint is to issue very clear action motto, which is to continue building an Army that is absolutely loyal to the Party, Fatherland, and people; be a political force, an absolutely loyal fighting force of our Party and people; continue to build and spread the image and noble values of Uncle Ho's soldiers; the Army from the people, fighting for the people.

From that viewpoint and goal, we must implement many solutions, from focusing on building a strong and comprehensive Party Committee; building solidarity, building and improving the quality of combat training, mastering science and technology, innovating leadership methods, integrating internationally and being attached to the people.

"I think that, to realize the great policy of the Party, the entire army needs to thoroughly grasp and effectively implement the direction of General Secretary To Lam at the 12th Congress of the Army Party Committee and the 15th Session of the Central Military Commission on "2 steadfast, 2 accelerated, 2 prevented" and "3 strong".
