Culture must go first in exploring the road, absorbing into each development decision

On behalf of the Politburo, General Secretary To Lam signed and issued Resolution No. 80-NQ/TW of the Politburo on the development of Vietnamese culture.

Resolution 80 clearly states that the world is in the process of establishing a new order with unprecedented rapid and complex changes, notably competition between cultures, including value competition and the influence of the cultural industry.

Traditional and non-traditional security challenges, along with the impact of the scientific and technological revolution, are fundamentally changing behavioral standards and cultural value systems, raising an urgent need for national positioning in the new world order.

The requirement for national development in the new era requires strategic and synchronous breakthrough policies and decisions to overcome limitations and shortcomings; proactively seize opportunities and overcome challenges to promote cultural development. Culture must go first in exploring the path, absorbing into each development decision, promoting human values and social ethical standards.

Building and developing culture must truly become a solid foundation, endogenous strength of the nation and the regulating system for rapid and sustainable development of the country, towards the goal of 100 years of the founding of the Party and 100 years of the founding of the State; affirming the position and stature of Vietnamese culture worthy of being a developed country in the direction of socialism, with a long tradition of culture and culture, contributing worthily to the flow of human civilization.

The Politburo's Resolution identifies the guiding viewpoints, which are:

Cultural and human development is the foundation, an important endogenous resource, a great driving force, a pillar, and a regulating system for the rapid and sustainable development of the country.

Cultural values must be closely linked, harmoniously, and deeply absorbed into all social life, from politics, economics, society, environment to national defense, security, and foreign affairs, truly becoming a soft power of the nation in the new era.

Develop culture for the improvement of the personality of socialist people in the new era and build people to develop culture. Create a humane, healthy, civilized and modern cultural environment.

Comprehensively developing Vietnamese culture and people on the basis of national value system, cultural value system, family value system and Vietnamese human standards; promoting the tradition of patriotism, bravery, intelligence, the spirit of national autonomy and self-reliance, promoting ethics, talent, creativity and the aspiration to contribute to the prosperity, civilization, happiness of the people and the strong development of the Vietnamese people in the new era.

Cultural development is the cause of the entire people led by the Party, managed by the State, the people are the creative and beneficiary, the team of intellectuals, artists, cultural cadres, and businessmen play an important role, while promoting the pioneering and exemplary nature of the team of cadres and party members.

Cultural development is both strategic and long-term, and is also an urgent requirement, which needs to be carried out proactively, actively, creatively, persistently, regularly and in accordance with objective actual conditions.

Investing in culture is investing in the sustainable development of the country, for the future of the nation. Basically, comprehensively innovate the thinking of mobilizing all resources for cultural development, in which state resources play a leading role, social resources, and the private sector are an important driving force; institutions play a key role, especially breakthrough mechanisms and policies to mobilize and effectively use investment resources for culture, attract and promote talent. Developing science, technology, innovation, digital transformation to create new space, new momentum for cultural development.

maximize the value and strength of Vietnamese culture and people in the new era; harmoniously and effectively recognize and handle the internal relationships of culture: Between "building" and "opposing"; tradition and modernity; nation and international; preservation and development; mass and biology; real life and digital space; open data and ensuring security, digital cultural sovereignty.
