The Provincial Public Administration Service Center has new regulations on employees
The Government stipulates that people working at the Provincial Public Administration Service Center have 1 Director and no more than 3 Deputy Directors.
The Government has just issued Decree No. 367/2025/ND-CP amending and supplementing a number of articles of Decree No. 118/2025/ND-CP dated June 9, 2025 on implementing administrative procedures under the one-stop, one-stop mechanism at the one-stop department and the National Public Service Portal.
Regarding the regulation on people working at the Provincial Public Administration Service Center, Decree 367/2025/ND-CP amends: The leaders of the Provincial Public Administration Service Center are appointed by the Chairman of the Provincial People's Committee, including 1 Director equivalent to the Deputy Chief of the Provincial People's Committee Office or concurrently appointed by the Deputy Chief of the Provincial People's Committee Office.
The Center shall have no more than 3 Deputy Directors equivalent to the Department Head under the Provincial People's Committee Office to assist the Center Director in performing one or a number of specific tasks assigned by the Center Director and be responsible to the Center Director and before the law for performing assigned tasks.
At the same time, Decree 367/2025/ND-CP supplements the regulation: Provincial People's Committees regulate the establishment of departments under the Provincial Public Administration Service Center, ensuring compliance with the criteria for establishing departments under departments under departments according to the provisions of law.
For the One-level Public Administration Service Center under the Provincial People's Committee, the Center's leaders include 1 Director equivalent to the Department Director.
The Deputy Directors equivalent to Deputy Directors of the Department are appointed by the Chairman of the Provincial People's Committee, assisting the Center Director in performing one or a number of specific tasks assigned by the Center Director and being responsible to the Center Director and before the law for performing assigned tasks.
The number of Deputy Directors is implemented according to Government regulations on the number of deputy directors of specialized agencies under the Provincial People's Committee.
The Provincial People's Committee stipulates the specific functions, tasks, powers and organizational structure of the One-level Public Administration Service Center.
The leaders of the Commune-level Public Administration Service Center include a Director equivalent to a Department Head; a Deputy Director equivalent to a Deputy Department Head under the Commune-level People's Committee to assist the Director in performing one or a number of specific tasks assigned by the Director and are responsible before the Director and before the law for performing assigned tasks.
The number of Deputy Directors is implemented according to Government regulations.
Previously, according to Resolution No. 332/NQ-CP, specialized departments and equivalents, Public Administration Service Centers under the People's Committees of communes, wards and special zones were arranged with an average of 2 deputy heads; in which, the leaders of the Commune-level Public Administration Service Centers include the Director (Vice Chairman of the Commune-level People's Committee not concurrently the Director of the Commune-level Public Administration Service Center) and the Deputy Director equivalent to the Deputy Head of the Department under the Commune-level People's Committee.
The People's Committee at the commune level specifically decides on the number of deputy heads of the professional department and equivalent, the Public Administration Service Center under its management, ensuring that it does not exceed the total number of deputy heads according to the decision of the competent authority.
