There will be new regulations on the organization and operation of villages and residential groups

The Ministry of Home Affairs has received a petition from voters in Tuyen Quang province sent to the National Assembly's Committee for Ethnic Minorities and Supervision.

One of the contents proposed by voters in Tuyen Quang province is to issue a document to establish and unify the entire village and residential group: Below the commune is the village, below the ward is the residential group.

Responding to the above content, Minister of Home Affairs Do Thanh Binh said that, implementing Conclusion No. 186-KL/TW dated August 29, 2025 of the Politburo and the Secretariat on the situation and results of the operation of the apparatus of the political system and local government at 2 levels, including the content of "urgently issuing regulations on criteria and procedures for the arrangement of villages and residential groups", on August 31, 2025, the Government issued Resolution No. 268/NQ-CP on the implementation and implementation of the 2-level local government model.

In which the Ministry of Home Affairs is assigned to preside over and coordinate with relevant ministries, branches and localities to develop and submit to the Government for promulgation regulations on criteria and procedures for arranging villages and residential groups; provide guidance on the arrangement of non-professional workers for localities to organize.

Currently, the Ministry of Home Affairs is studying and drafting a Decree on the organization and operation of villages and residential groups and a number of regimes and policies for non-professional workers to submit to the Government for consideration and decision.

The Ministry of Home Affairs acknowledges the recommendations of voters in Tuyen Quang province to report to competent authorities during the process of developing and submitting this Decree.
