Promoting the role and creativity of farmers in the new era of the country

Dear comrade, in the exciting atmosphere towards the 14th National Party Congress, when looking back at the 40-year journey of national renewal, how has the farming class affirmed the "supporting" role of the economy, especially the miracles in agricultural exports that we have achieved in the past year 2025?

- Throughout the history of building, developing and innovating the country, the Vietnamese farming class has made great contributions, increasingly affirming its role as a subject, a center in agricultural development, rural economy, building new rural areas, contributing to the rapid and sustainable development of our country.

We can review the outstanding and breakthrough contributions of the farming class in 40 years of building and innovating the country, which is to contribute to ensuring food security, developing agriculture in a modern direction, and enhancing the country's position.

Right from the early years of the renovation period, implementing the Party's guidelines and policies on agricultural development ( ki tich 100-CT/TW dated January 13, 2021 of the Central Party Secretariat, Resolution 10-NQ/TW dated April 5, 1988 of the Politburo), farmers have promoted their role and the spirit of autonomy in production to help our country rise from food shortages to meet domestic demand, have reserves and become a food exporting country.

With the correct guidelines and policies of the Party on agriculture, farmers and rural areas, typically Resolution 26-NQ/TW of the Party Central Committee (10th tenure), Resolution 19-NQ/TW of the Party Central Committee (13th tenure) has opened a new development stage; farmers have promoted their role as subjects in transforming crop and livestock structure; the mindset of quantum production has been gradually replaced by the goal of increasing product value.

Cooperation and production linkage according to value chains, high-tech application, green, organic, circular agriculture, safe quality tend to increase. Large, concentrated commodity production areas have been formed with many key national products such as rice, coffee, cashew, pepper, tea, pangasius, shrimp, etc., changing and creating new production methods, promoting the development of processing and service industries.

A part of farmers have been proactive and creative in transforming production models to bring high efficiency, becoming good production and business models. Through the movement "Farmers compete in good production and business, unite to help each other get rich and reduce poverty sustainably", it has aroused the aspiration to rise up, promoting the spirit of diligent and creative labor of farmers, thereby millions of households from poor households have risen to have enough to eat, from good people to be rich.

In the past 5 years, the number of households with an income of over 500 million VND/year has increased 3 times, the number of households with an income of over 1 billion VND/year has increased 2 times compared to the previous 5 years. Many people with favorable conditions have broken through, quickly becoming rich with a revenue of tens of billions of VND, gradually forming the shade of a professional farmer class.

The efforts to rise up and innovate of farmers have contributed to comprehensive agricultural development, becoming a pillar of the economy, firmly ensuring national food security, turning Vietnam from a place where people are starving and lacking many necessary necessities, to become a developing country with a high average income, one of the exporting powers of agricultural products, holding the world's leading position in many key products, goods available in nearly 200 countries and territories, reaching a new record with a delicious export turnover of 62.5 billion USD in 2024 and reaching 70.09 billion USD in 2025, in which our country's ST25 rice was honored 3 times as "World's Best Rice" in 2019, 2023 and 2025, enhancing the country's position in the international market.

Dear comrade, not only contributing to the economy, farmers are also a key force in building new rural areas and preserving cultural identity; at the same time actively participating in ensuring national defense and security. How does he evaluate these contributions?

- With the virtues of being patient, hardworking, daring to think, daring to do, a number of farmers and fishermen have proactively learned a trade, gradually changed their occupations, developed diverse commercial activities, services to support production, serve people, develop the rural economy, bringing the number of rural production and business establishments to increase by an average of 0.8-1%/year. The model of "people teach farmers" is increasingly spreading, becoming more practical, creating livelihoods, converting jobs, helping many households escape poverty.

Over the past 5 years, good farmers have supported and passed on their skills, helping over 815 thousand poor households and households in difficult circumstances with crops, seeds, and agricultural supplies worth over VND6.72 trillion; over 108,000 farming households escaping poverty and rising to get rich; contributing to building thousands of houses of love, gratitude houses, farmers' shelters and helping over 1.2 million poor households have more resources to develop production; contributing hundreds of billions of VND to local funds; spreading the spirit of "mutual love" in the rural community.

Many new production and business models have been formed, creating a premise for the development of new rural production forces, contributing to increasing the average income of rural residents in 2025 to 7.2 million VND/month, 1.7 times higher than in 2020, reducing the average multidimensional poverty rate by 1.03%/year; narrowing the gap between rural and urban areas from 2.26 times in 2002 to 1.89 times in 2010 and by 2025 to 1.39 times.

Along with economic development, farmers have promoted the cultural values of Vietnamese people, preserved national identity and cultural values, maintained a solid social foundation and contributed to strengthening national defense and security.

Farmers are both the subject of building and creating incense and conventions, and the one who implements bringing incense into life, creating traditional cultural values in rural areas, making cultural identity creative, accumulating and passed down from generation to generation.

Rural areas are a place where "countress and countryside affection" are permeated. Farmers not only actively preserve national cultural identity but also spread the image of the country and people of Vietnam to international friends. The "gates of the village" have been opening to welcome new cultural winds that make rural culture increasingly rich and diverse, but no matter how, farmers are always the ones who promote the role and traditional cultural values in rural areas, contributing to making culture an important resource and endogenous strength for the rapid and sustainable development of the country.

In addition, farmers are always an important force participating in ensuring national defense and security, building and consolidating the national defense posture associated with the people's security posture. In border areas, farmers participate in coordinating with the Border Guard to patrol and protect borders and border markers; provide information and report crimes to functional forces, while participating in protecting territorial sovereignty and maintaining political security, order and social safety.

models and clubs in crime prevention at the grassroots level such as "Three safety", "4 no pressure", "Self-management of security and order", "Self-management and self-defense farmers' groups" contribute to ensuring social order and safety. Those contributions have contributed to the national defense associated with the people's security posture of our country developing in both breadth and depth, affirming that the decisive "root" foundation for creating the strength of national synthesis is the solid "people's heart posture" in which the majority are farmers.

Dear comrade, the 14th National Party Congress has identified the new era as the era of national growth with the driving force of science and technology, innovation and digital transformation. What will the Farmers' Association do to achieve the goal of "legitizing farmers", building a generation of "digital farmers" capable of mastering technology as well as promoting the role of farmers in building new rural areas in the coming period?

Entering the new era, developing culture and people is the foundation, taking science, technology, innovation and digital transformation as the driving force and breakthrough of development; posing new issues, new higher requirements, including agriculture, farmers and rural areas.

To continue promoting and arousing the creativity of the farming class in the era of national growth, contributing to realizing the goal of building and developing a rich, prosperous, civilized and happy country; The Vietnam Farmers' Association accompanies the farming class to continue promoting the spirit of solidarity, joining hands to contribute to the successful implementation of the guidelines, policies and goals of the 14th National Party Congress, focusing on the following orientations and contents:

First, improve farmers' mastery in developing the agricultural and rural economy; build new farmers, develop comprehensively, civilized, have social responsibility, respect the law; strongly arouse the tradition of patriotism, bravery, intelligence, the spirit of national autonomy and self-reliance, the aspiration to rise up and legitimately enrich the "pioneering soldiers on the agricultural front", "land entrepreneurs". In which, the focus is on the following contents:

Propaganda and mobilize farmers to well implement the "3 pioneers": (1) Pioneering in escaping poverty and competing to get rich, (2) Pioneering in becoming civilized and professional farmers, (3) Pioneering in green, sustainable production, digital transformation. Raising awareness, sense of compliance with law, labor discipline, professional ethics, responsibility to the community and society of farmers in production and business to ensure food safety.

Improve the qualifications and capacity of farmers in conjunction with supporting start-ups, innovation, digital transformation, cooperation, and value chain linkage; focus on training and fostering knowledge for good farmers and excellent farmers with the capacity to become chairmen and directors of cooperatives and small enterprises in rural areas, and be the core to promote the process of "sementifying farmers", the core to establish enterprises operating in the agricultural sector.

Promote the construction of ecological agricultural models, green agriculture, resource-saving and waste reduction; organic, circular, smart, high-tech, digital agriculture; agriculture combined with industry and services; urban agriculture in the direction of "green city", "eco-urban area"; develop diverse cooperation models, link production and business according to the value chain.

Second, Improve the quality and effectiveness of farmers' movements, focusing on the movement "Farmers compete in good production and business, unite to help each other get rich and reduce poverty sustainably", the movement "Cadres and farmers actively participate in collective economic development in agriculture"; promote the effectiveness and replicate spending models, professional Farmers' Association groups, associated with promoting consulting activities, supporting farmers in the direction of digital transformation, food safety standards, ensuring "green - clean - traceability", building brands, "passporting" agricultural products.

Promote the establishment of Farmers' Clubs (Good farmers' Production and Business Club, Farmers' Club with Law, Farmers' Science and Technology Club, Farmers' Environmental Protection Club), replicate the models of "Clean Village, Beautifulfield", "Lighting up the Village", "Farmers' Trees", "Environmentally Friendly Trash Bars", "Advanced Farmers' Community", "Equal and Happy Farmer's Family" ... Forming a community of residents without plastic waste, building a "bright - green - clean - beautiful" rural area, promoting traditional cultural values associated with developing rural tourism.

Third, propagate, mobilize, and guide farmers to practice democracy well at the grassroots level, actively participate in building the Party and government, promote the strength of the great national unity bloc, focus on organizing "People's Day", "expanding substantial democracy so that farmers can know, discuss, do, supervise, and check"; focusing on a number of contents:

Strengthen the organization and improvement of the quality of conferences and dialogue forums between leaders of the Government, ministries, branches, Party committees, authorities at all levels and farmers; forums "Listening to Farmers speak" to remove difficulties and obstacles, promote production and business development; connect farmers with businesses, scientists and the state, participate in monitoring and social criticism, promote the role of farmers in building the Party and the government.

Fourth, the Farmers' Association must truly be a "companion of farmers", in which the Association's methods of operation must be strongly innovated in accordance with the new organizational model, ensuring unity and synchronization in the Vietnam Fatherland Front; promoting the core and unique values of the Association organization to continue to effectively implement the Party's guidelines and policies.

All activities of the Association take farmers as the center, subject, goal and driving force for innovation, strongly focusing on the grassroots, associated with practical benefits, protecting the legitimate and legal rights and interests of farmers; measuring results, assessing impacts; towards "green rural design - digital agriculture - value chain - brand building - agricultural consumption".

The Farmers' Association and the Vietnamese farming class believe that the thinking, vision and strategic decisions of the 14th National Party Congress will be realized, making our country a developing country with modern industry, high average income by 2030; becoming a developed country with high income in the socialist orientation by 2045, standing shoulder to shoulder with the world powers as the wish of beloved President Ho Chi Minh and the aspirations of all of our nation.
