The State encourages the development and application of new-generation AI

The National Assembly passed the Law on Artificial Intelligence, which will take effect from March 1, 2026.

The Law on Artificial Intelligence focuses on the application of artificial intelligence, the development of an innovation ecosystem and human resources.

Accordingly, organizations and individuals operating in the field of artificial intelligence are entitled to the highest incentives and support according to the provisions of law on science and technology, investment, digital technology industry, high technology, digital transformation and related laws;

facilitate access to infrastructure, data and testing environment to serve research, production and commercialization of artificial intelligence products and services.

The State supports the development of the ecosystem and the artificial intelligence market, including prioritizing the use of artificial intelligence products and services according to the provisions of the law on bidding;

Develop a market for artificial intelligence products and services, including technology exchanges and platforms connecting supply and demand;

Ensure fair and transparent access to computing infrastructure, data and a controlled testing environment;

Apply preferential policies on taxes, investment and finance according to the principle of encouraging research, production and commercialization of artificial intelligence products and services.

The State encourages the development and application of new-generation artificial intelligence, promotes innovation, improves governance, production, business capacity and provides public services.

Organizations, individuals, businesses, research institutions and state agencies are encouraged to exploit, share and reuse data in the National Database on Artificial Intelligence to serve research, training, piloting and innovating, ensuring compliance with data laws, personal data protection, network security and intellectual property.

The Government stipulates in detail the mechanism, conditions and implementation process of measures to support the development of the ecosystem and the artificial intelligence market.

The law clearly stipulates the controlled testing mechanism for artificial intelligence implemented in accordance with the provisions of the law on science, technology and innovation.

Controlled test results are the basis for competent state agencies to consider recognizing the results of the assessment of suitability according to regulations.

Or exempt, reduce or adjust corresponding obligations to comply with this Law.

The competent state agency shall preside over and coordinate with relevant agencies to receive, appraise and process the dossier according to the appraisal and quick response process;

Monitor the testing process and decide to temporarily suspend or terminate the testing when there is a risk affecting the safety, security or legitimate rights and interests of an organization or individual.
