The Ministry of Home Affairs clearly stipulates the salary arrangement for those who have not received the salary table as regulated by the state from March 1, 2026.
Circular No. 01/2026/TT-BNV of the Ministry of Home Affairs clearly stipulates the salary arrangement for those who have not received the salary table as prescribed by the state. The Circular takes effect from March 1, 2026.
In cases where there is a working period with compulsory social insurance payment in accordance with the provisions of law, the salary classification in the civil servant rank corresponding to the recruited job position will be according to the professional and technical salary table for cadres and civil servants in state agencies attached to Decree No. 204/2004/ND-CP will be regulated in two groups:
Firstly, the Ministry of Home Affairs stipulates salary classification for cases of recruitment to job positions with salary classification in the senior specialist and equivalent, main specialist and equivalent with requirements for working experience.
In this group, based on the total working time recruited by the competent authority, it is determined to be consistent with the requirements of professional qualifications and skills of the job position with salary in the senior specialist and equivalent, main specialist and equivalent, after deducting the working time with compulsory social insurance payment corresponding to the working experience time according to the regulations of the recruited job position.
At the same time, the remaining time used as the basis for salary classification in the civil servant rank corresponding to the recruited job position will be calculated from level 1, after each period of 3 years (36 months) it will be increased to 1 salary level.
After converting the time to be classified as salary level, if the number of months is less than 36 months, this number of months will be counted as the time to consider raising the salary level next time or considering receiving seniority allowances exceeding the framework (if any).
Second is to arrange salaries with employers in job positions with salaries in the specialist and equivalent, officer and equivalent, employee ranks.
Based on the total working time determined by the competent authority to be suitable for the requirements of professional qualifications and skills of the recruited job position, calculated from level 1, after each period of 3 years (full 36 months) for cases of recruitment to a salary-level job position in the specialist and equivalent, cadres and equivalent position or after each period of 2 years (full 24 months) for cases of recruitment to a salary-level job position in the employee category being increased to 1 salary level.
After converting the time to be classified as salary level, if the number of months is less than 36 months (for cases of recruitment to salary positions in the specialist and equivalent, civil servants and equivalent positions) or less than 24 months (for cases of recruitment to salary positions in the employee position), this number of months will be counted as the time to tear up
