The Ministry of Home Affairs guides the new salary arrangement when recruiting civil servants from 1.3

HƯƠNG NHA (báo lao động) 12/01/2026 09:43 (GMT+7)

The Ministry of Home Affairs guides salary classification for those recruited as civil servants, applicable from March 1, 2026.

The Ministry of Home Affairs has just issued a Circular guiding salary classification for people recruited as civil servants. The Circular takes effect from 1.3.

Regarding the salary classification for those recruited as civil servants who have been classified according to the salary tables for cadres and civil servants, the circular clearly states that in case of recruitment to a job position with the same salary scale coefficient as the salary scale that has been awarded, the salary level and the seniority allowance percentage exceeding the framework (if any) are equal to the salary scale in the civil servant rank corresponding to the recruited job position (including the time to consider raising the salary scale for the next time or considering seniority allowance exceeding the framework if there is a previous rank).

The period of enjoying the new salary is calculated from the date of signing the decision to arrange the salary at the recruited job position.

In addition, regarding the recruitment to a job position with a salary scale coefficient other than the salary scale coefficient, in case the seniority allowance has not been awarded beyond the framework, the salary coefficient will be based on the salary coefficient received to be classified in the nearest salary coefficient (higher or lower) in the civil servant rank.

The time for considering the next promotion is calculated as follows:

In the case of being classified as the most recent salary coefficient, if the difference between the new salary coefficient is classified as equal to or larger than the difference between the salary coefficient of the two adjacent salary levels in the old grade, it will be calculated from the date of signing the decision to classify the salary at the recruited job position; if the difference between the two adjacent salary levels in the old grade is less than the difference between the salary coefficient in the old grade, it will be calculated from the date of classifying the salary coefficient currently enjoyed in the old grade.

In case of being classified as a lower salary coefficient than the most recent, it will be calculated from the date of being classified as a salary coefficient in the old salary scale.

Civil servants who are receiving seniority allowances exceeding the framework will base on the total salary coefficient plus seniority allowances exceeding the framework they are receiving to be classified in the nearest salary coefficient (higher or lower) in the rank.

The period of enjoying the new salary is calculated from the date of signing the decision to arrange the salary at the recruited job position; the period of considering the next salary increase is calculated according to regulations.

In case the salary coefficient has been achieved or the total salary and seniority allowance coefficient has been awarded higher than the salary coefficient at the last level in the ranking, it will be included in the salary coefficient at the last level in the ranking and will be entitled to an additional reserve difference coefficient equal to the salary coefficient or the total salary and seniority allowance coefficient exceeding the awarded framework.

The period of receiving the new salary (including the retention difference coefficient) and the period of considering the seniority allowance exceeding the framework are calculated from the date of signing the decision to arrange salary at the recruited job position.

The retention difference coefficient ( rounded after a 2-digit spread) is enjoyed throughout the civil servant ranking period.

After that, if the civil servant continues to change his job position with a civil servant rank rank rank ranked higher in professional and technical fields than the current rank, he/she will be added this retention difference coefficient to the salary coefficient he/she is receiving to be classified as a civil servant according to the new job position and will no longer enjoy the retention difference coefficient from the date of salary classification in the civil servant rank according to the new job position.
