Guidelines for salary classification when recruiting civil servants from the army and police
The Ministry of Home Affairs guides salary classification for those recruited as civil servants who have been classified according to military ranks and ranks in the armed forces.
The Ministry of Home Affairs has just issued a Circular guiding salary classification for people recruited as civil servants. The Circular takes effect from 1.3.
This Circular guides salary classification for those recruited as civil servants who have worked for a period of compulsory social insurance payment as prescribed in Article 20 of Decree No. 170/2025/ND-CP dated June 30, 2025 of the Government regulating the recruitment, use and management of civil servants.
This Circular applies to those recruited as civil servants as prescribed in Clause 2, Article 1 of the Law on Cadres and Civil Servants No. 80/2025/QH15.
The Ministry of Home Affairs said that salary arrangement must be based on working time in accordance with the provisions of law in accordance with the requirements of professional qualifications and skills of the recruited position, with compulsory social insurance contributions (if not continuous and have not received a one-time social insurance subsidy, it will be concentrated), and arranged to work in accordance with the professional qualifications and skills previously guaranteed.
The working period with compulsory social insurance payment that does not meet the requirements for professional qualifications and skills of the recruited position will not be counted as the basis for salary classification in the civil servant rank corresponding to the recruited position.
The competent recruitment agency shall determine the working period with compulsory social insurance payment according to the provisions of law for working in a job corresponding to the professional requirements and duties of the recruitment position to arrange salaries for those recruited as civil servants.
In the Circular, the Ministry of Home Affairs guides salary classification for those recruited into civil servants who have been classified according to military ranks, military ranks, basic ranks, professional soldiers, police technical officers, and people working in secret services.
Accordingly, officers and non-commissioned officers of the armed forces who are assigned to military ranks and ranks and people working in secret service who are assigned to secret service or military officers, professional police officers and people working in secret service who are assigned to secret service when recruited as civil servants, when their salaries are assigned to the civil service rank according to the recruitment position, and people working in secret service are assigned according to the instructions in Clause 6, Clause 7, Section III of Circular No. 79/2005/TT-BNV dated August 10, 2005 of the Minister of Home Affairs guiding the salary transfer for cadres, civil servants and public employees when changing jobs and cases of transferring work from the armed forces, state agencies and state agencies to foreign public service units and state agencies.
