Instructions for considering promotion and salary classification for teachers with master's degrees
Considering promotion and salary classification is always a question of interest to many people and the Ministry of Education and Training (MOET) has answered this issue.
Ms. Tran Hang (Quang Tri) has a decision to pay off the payroll in December 2025, internship for 1 year at salary level 1, coefficient 2.34. When taking the civil service exam, she had been in high school for 1 year, and in 2016 she received her master's degree. Currently, she has worked for 8 years and 7 months (excluding internship) and receives a salary of level 3, coefficient 3.0.
When considering promotion, Ms. Hang had completed her university degree, master's degree and met all other conditions. According to Circular No. 08/2023/TT-BGDDT, in the case of teachers taking the exam or being considered for promotion to the professional title of high school grade II (code V.07.05.14), if they have a master's degree, meet the training standards of High School Teachers grade II and have held the professional title of High School Teacher grade III (code V.07.05.15) or equivalent for 6 years or more (excluding probationary period) as of the date of promotion consideration, they are determined to meet the requirements for the time of holding the rank according to Point i, Clause 4, Article 4 of this Circular.

Ms. Hang asked, if the Department of Education and Training considers promotion according to Circular No. 08/2023/TT-BGDDT, is she eligible for the time to hold Grade III (over 6 years)? If possible, will she be promoted from Grade III to Grade II, transfer her salary from Grade 3, current Coefficient 3.0 (Grade III) to Grade 1, Coefficient 4.0 (Grade II) is that correct?
The Ministry of Education and Training responds to this issue as follows:
Clause 2, Article 9 of Circular No. 04/2021/TT-BGDDT has been amended and supplemented in Clause 6, Article 4 of Circular No. 08/2023/TT-BGDDT stipulates:
"In case a teacher takes the exam or is considered for promotion to the professional title of High School Teacher grade II (code V.07.05.14) if he has a master's degree, meets the training standards of High School Teacher grade II and has held the professional title of High School Teacher grade III (code V.07.05.15) or equivalent for 06 (six) years or more (excluding probationary period) as of the deadline for submitting the application for registration or promotion, it is determined to meet the requirements for the holding period of the rank according to the provisions of Point i, Clause 4, Article 4 of this Circular".
If Ms. Tran Hang has a master's degree, meeting the training standards of a Grade II High School Teacher, her working time of 8 years and 7 months is determined to meet the requirements for the retention period to register for promotion to the professional title of Grade II High School Teacher.
If Ms. Hang is admitted in the promotion exam to the professional title of Grade II High School Teacher, the salary coefficient of civil servants of type A2, group A2.2 will be applied, from salary coefficient 4.0 to salary coefficient 6.38.
The salary arrangement when appointed to a professional title rank is implemented according to the instructions in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary arrangement when upgrading, transferring ranks, transferring types of civil servants and public employees and according to current regulations of law.
