The salary arrangement for Commanders, Deputy Commanders, and Assistants of the Commune-level Military Command (new) is guided by the Ministry of Home Affairs in Official Letter No. 7644.

Information related to the recruitment and salary arrangement of civil servants for Commanders, Deputy Commanders, and Assistants of the Commune-level Military Command has received much attention from readers.

In a document responding to the Department of Home Affairs of Khanh Hoa province, the Ministry of Home Affairs said that if the cases are already Deputy Commanders of the old Commune-level Military Command with college or university degrees at military schools and have been Deputy Commanders of the communes for 5 years or more, they will be accepted to work as new commune-level civil servants according to the provisions of Decree No. 170/2025/ND-CP.

The salary and classification into civil servant ranks for the new Deputy Commander of the Commune-level Military Command is based on the time of graduation from college and university at the military school, and at the same time, the mandatory social insurance payment period when working as a non-professional activist at the old commune level is to be classified into civil servant ranks (specialist or civil servant ranks) according to the instructions in Official Dispatch No. 7644/BNV-CCVC.

Accordingly, regarding salary classification for Commanders, Deputy Commanders, and Assistants of the Commune-level Military Command (new):

In case the salary is being arranged according to the professional and technical salary table of civil servants and public employees as prescribed in Decree No. 204/2004/ND-CP6, they will continue to receive salaries according to the rank and grade.

In case the salary is being arranged according to the salary table for military ranks of the People's Army officers; officers, non-commissioned officers of the People's Public Security and cryptography or is being arranged according to the salary table for professional soldiers of the People's Army and technical specialists of the People's Public Security or according to the salary tables for people working in cryptography, it must be implemented correspondingly in each case according to the instructions in Clause 6, Clause 7, Section III of Circular No. 79/2005/TT-BNV7.

In case it does not fall under points a and b of this Clause, it shall be calculated according to Point a, Clause 10, Circular No. 79/2005/TT-BNV.

Accordingly, based on working time in accordance with the provisions of law in accordance with the requirements for professional qualifications of the position of Commander, Deputy Commander, Assistant to the Military Command at the commune level (new), with compulsory social insurance contributions (if not continuous but not receiving a one-time social insurance subsidy, it will be accumulated), classified into the salary level in the professional - civil servant category A1 (if having university degree) or civil servant category A0 (if having college degree) as prescribed in the Professional and technical salary table for cadres and civil servants in state agencies (Table 2) issued with Decree No. 204/2004/ND-CP.

This is done according to the principle: Calculated from level 1, after every 3 years (36 months) it is ranked 1 salary level; after converting the time to be ranked in the civil servant rank, if there are months that are less than 36 months, this number of months will be counted in the time to consider raising the salary level for the next time or considering receiving seniority allowances beyond the framework (if any).
