The Ministry of Home Affairs clarifies the orientation and roadmap for implementing the addition of commune-level staff in the coming time.

In response to the recommendations of many ministries, branches and localities regarding the addition of commune-level staff, transfer of career staff to civil servant staff, ensuring education - health staff and arranging personnel at the Public Administration Service Center, the Ministry of Home Affairs has given specific opinions, clarifying the orientation and implementation roadmap in the coming time.

Regarding the proposal to supplement the payroll at the commune level and assign payroll in stages to meet the increasing workload, the Ministry of Home Affairs said that the current payroll arrangement is being carried out on the basis of the instructions of the Steering Committee for the arrangement of administrative units at all levels and the development of a model for the organization of local government at both levels of the Government in Official Dispatch No. 03/CV-BCD, Official Dispatch No. 09/CV-BCD, along with the implementation of Conclusion No. 163 KL/TW130, Conclusion No. 174-KL/TW of the Politburo and the Secretariat.

Accordingly, the Standing Committees of provincial and municipal Party Committees have proactively decided and arranged working positions at agencies under the government, Party and mass organizations in the locality, including the positions of local authorities at the commune level, in the total number of positions assigned by the Central Organizing Committee in 2025.

Currently, implementing the direction of the Central Organizing Committee, based on the proposal for the staffing needs of ministries, branches and localities, the Ministry of Home Affairs is coordinating with the Central Organizing Committee to draft a report on the staffing proposal for the 2026 - 2031 period of ministries, branches and localities to report to the Politburo for consideration and decision.

In particular, it proposed principles and plans to determine the staffing needs for the period 2026 - 2031 at commune-level administrative units based on the arrangement of civil servants according to the job position structure at agencies and organizations at the commune level (with adjustments according to criteria on population, specific factors such as mountainous areas, highlands).
