The Ministry of Home Affairs will study the number of professional departments under the commune-level People's Committee
The Ministry of Home Affairs said it will continue to study and propose the number of professional departments under the commune-level People's Committee to suit the specific characteristics of each area.
The Ministry of Home Affairs received petitions from voters in Da Nang City after the First Session of the 16th National Assembly.
One of the contents proposed by voters is to study increasing the number of professional departments (departments, boards) under the commune-level People's Committee and consider increasing the staffing of commune-level officials and civil servants compared to the current staffing quota, especially in mountainous localities and areas with particularly difficult socio-economic conditions, in order to meet the requirements of the task.
Regarding the number of professional departments under the commune-level People's Committee, the Ministry of Home Affairs said that, implementing Conclusion No. 187-KL/TW of the Politburo, based on the consensus of the Central Organization Committee on the framework of the number of professional agencies under the commune-level People's Committee, the Ministry of Home Affairs has submitted to the Government for promulgation Decree No. 370/2025/ND-CP dated December 31, 2025 amending and supplementing a number of articles of Decree No. 150/2025/ND-CP, which has amended and supplemented regulations on the framework of the number of professional agencies under the commune-level People's Committee, ensuring compliance with practical requirements, as a basis for localities to implement.
Regarding the framework of the number of professional departments under the commune-level People's Committee, Decree No. 370/2025/ND-CP has adjusted in the direction of increasing an average of 0.5 departments per commune-level administrative unit; of which not exceeding the average of 4.5 organizations (including: Professional departments and Public Administration Service Centers) per commune-level administrative unit in provinces and cities;
Hanoi City and Ho Chi Minh City alone ensure not exceeding an average of 4.7 organizations per commune-level administrative unit; and at the same time decentralize to the People's Committee to decide on the framework of the number and names of specialized departments applied in commune-level administrative units under their management.
Implementing Conclusion No. 76-KL/TW dated July 28, 2026 of the 3rd Plenum of the 14th Central Committee and Plan No. 06-KH/TW dated July 28, 2026 of the Politburo, the Ministry of Home Affairs will continue to study and propose the number of professional departments under the commune-level People's Committee, suitable to the specific characteristics of urban and rural areas and the requirements of state management in localities.
