2 groups of subjects are considered and posthumously awarded the glorious Youth Volunteer Medal
The subjects for consideration of awarding and posthumously awarding the "Great Youth Volunteer Medal" and the time frame for calculating commendation are stipulated in Decision 01/2026/QD-TTg.
Deputy Prime Minister Pham Thi Thanh Tra has just signed Decision No. 01/2026/QD-TTg detailing the implementation of a number of articles of the Law on Emulation and Commendation; which clearly stipulates the order and procedures for considering and posthumously awarding the "Great Youth Volunteer Medal".
According to regulations, the subjects of application for consideration of awarding and posthumously awarding the "Great Youth Volunteer Medal" include:
- Volunteer youth with achievements in resistance wars, defending the Fatherland, completing their tasks, and having participated in the youth volunteer force for 24 months or more.
- Youth volunteers who sacrificed their lives while on duty in resistance wars, defending the Fatherland have been recognized as martyrs.
Regarding the authority to consider, propose to award and posthumously award the "Great Youth Volunteer Medal", the decision stipulates that the Chairman of the Commune People's Committee directs the appraisal of the dossier to propose considering awarding and posthumously awarding the "Great Youth Volunteer Medal" in the area, and submit it to the Chairman of the Provincial People's Committee for consideration and proposal for commendation.
The Chairman of the Provincial People's Committee directs the appraisal of the dossier for proposals to award and posthumously award the "Great Youth Volunteer Medal" in the area, submit to the Prime Minister for consideration, and submit to the President for decision to award and posthumously award the "Great Youth Volunteer Medal" through the Ministry of Home Affairs.
The Ministry of Home Affairs appraises the dossier to submit to the Prime Minister for consideration and submits to the President for decision to award and posthumously award the "Great Youth Volunteer Medal".
The time frame for calculating rewards is regulated as follows:
- The period of resistance war against French colonialism from July 15, 1950 to July 20, 1954, Vietnam.
- The period of resistance war against American imperialism from July 21, 1954 to April 30, 1975, including: Resisting American imperialism in the North; resisting American imperialism in the South; serving Laos from May 1972 to December 1975
- During the war to protect the Fatherland and perform international duties:
Individuals directly participating in combat, directly serving combat. The prescribed time is as follows:
War to protect the southwestern border from May 1975 to January 7, 1979;
The war to protect the northern border from February 1979 to December 31, 1988;
Served as a friend of Laos from May 1975 to December 31, 1988;
Served on an international mission in Cambodia from January79 to August 31, 1989;
Served as a Ful-ro sanctions officer from May 1975 to December 1992.
According to the principle of considering and posthumously awarding the "Great Youth Volunteer Medal", young volunteers are considered for awarding and posthumously awarding the "Great Youth Volunteer Medal" once and only.
When considering awards, volunteer youth will be able to accumulate time to participate in work within the time frames specified above to ensure that they meet the criteria for considering and posthumously awarding the "Great Volunteer Youth Medal".
Decision No. 01/2026/QD-TTg takes effect from January 1, 2026 and expires from March 1, 2027.
