Volunteer youth officially receive increased monthly allowances
2 groups of young volunteers are allowed to adjust their monthly allowances to 2 times the social assistance standard according to current regulations.
The Government has just issued Decree No. 344/2025/ND-CP dated December 29, 2025 adjusting the monthly allowance for youth volunteers who have completed their tasks in the resistance war and grassroots youth volunteers in the South participating in the resistance war in the period of 1965-2025.
Subjects of subsidy level adjustment
Decree 344/2025/ND-CP clearly states the subjects of subsidy level adjustment including:
1. Youth volunteers are receiving monthly allowances according to Decision No. 40/2011/QD-TTg dated July 27, 2011 of the Prime Minister regulating the regime for youth volunteers who have completed their tasks in the resistance war.
2. Youth volunteers are receiving monthly allowances according to Decree No. 112/2017/ND-CP dated October 6, 2017 of the Government regulating the regime and policies for grassroots youth volunteers in the South participating in the resistance war period 1965-2025.
Subsidy level and time of adjustment
Decree 344/2025/ND-CP adjusts monthly allowances to 2 times the social assistance standard according to current regulations.
This monthly subsidy level is applied from July 1, 2025. In case the youth volunteer specified above has passed away since July 1, 2025 but has not yet adjusted the allowance according to this Decree, the funeral organizer will be allowed to collect the difference due to the adjustment of the allowance from July 1, 2025 to the month of youth volunteer death.
This Decree takes effect from February 15, 2026.
Decision No. 29/2016/QD-TTg dated July 5, 2016 of the Prime Minister adjusting the monthly allowance regime for youth volunteers who have completed their tasks in the resistance war and the monthly allowance level prescribed in Article 5 of Decree No. 112/2017/ND-CP dated October 6, 2017 of the Government on the regime and policies for grassroots youth volunteers in the South participating in the resistance war in the period of 1965-1975 shall take effect from February 15, 2026.
The standard level of social assistance applied from July 1, 2024 is VND 500,000/month (according to Decree No. 76/2024/ND-CP dated July 1, 2024 of the Government).
Thus, from July 1, 2025, the monthly allowance for youth volunteers will increase from VND 540,000/month (according to Decision No. 29/2016/QD-TTg and Decree No. 112/2017/ND-CP) to VND 1 million/month.
