Government Office reduced from 18 to 17 units
The organizational structure of the Government Office was reduced from 18 to 17 units, of which there were no more 2 units and the Digital Transformation Department was added.
The Government has just issued Decree No. 369/2025/ND-CP amending and supplementing a number of articles of Decree No. 36/2025/ND-CP dated February 25, 2025, stipulating the functions, tasks, powers and organizational structure of the Government Office.
Decree No. 369/2025/ND-CP removes the phrase "control of administrative procedures" in Article 1 of Decree No. 36/2025/ND-CP. Thus, the Government Office no longer has the function of controlling administrative procedures.
Decree No. 369/2025/ND-CP also abolishes the tasks and powers on administrative procedure control as prescribed in Clause 3, Article 2 of Decree No. 36/2025/ND-CP.
Decree No. 369/2025/ND-CP also amends and supplements Article 3 of Decree 36/2025/ND-CP on the organizational structure of the Government Office.
According to the new regulations, the organizational structure of the Government Office will be reduced from 18 units to 17 units, including:
1. General Department.
2. Department of Law.
3. General Economic Department.
4. Department of Industry.
5. Department of Agriculture.
6. Department of Doctrine and Literature.
7. Department of International Relations.
8. Department of Home Affairs.
9. Department of Organization and Public Service.
10. Department of Inspection Monitoring (Department I).
11. The Department of National Assembly, Local Government and Mass Organizations.
12. Department of Secretary - Editor.
13. Department of Administration.
14. Department of Organization and Personnel.
15. Department of Digital Transformation.
16. Department of Management - Finance.
17. Government Electronic Information Portal.
Units under the organizational structure of the Government Office are administrative organizations whose functions, tasks, powers and organizational structure are prescribed by the Minister and Head of the Government Office.
The Government Electronic Information Portal uses the National emblem seal.
The Administrative Department has 3 departments.
The Minister and Head of the Government Office shall submit to the Prime Minister for promulgation a list of public service units under the Government Office.
Thus, compared to the old regulations, the organizational structure of the Government Office no longer has the Department of Enterprise Innovation and the Department of Administrative Procedure Control, and at the same time adds the Department of Digital Transformation.
Decree No. 369/2025/ND-CP clearly states that the Department of Enterprise Innovation performs its functions, tasks and powers according to current regulations until the Minister and Head of the Government Office issues a Decision stipulating the functions, tasks and powers of the General Economic Department.
The Department of Administrative Procedure Control (as prescribed in Clause 16, Article 3 of Decree No. 36/2025/ND-CP dated February 25, 2025 of the Government regulating the functions, tasks, powers and organizational structure of the Government Office) continues to perform the assigned functions, tasks and powers according to current regulations until the competent authority issues a Decision regulating the functions, tasks, powers and organizational structure of the Digital Transformation Department under the Government Office and the Department of Administrative Procedure Control under the Ministry of Justice takes effect.
Decree No. 369/2025/ND-CP takes effect from January 1, 2026.
