The Central Committee unanimously proposed not to supplement or amend the Party Charter at the 14th Congress
Mr. Hoang Dang Quang said that the 13th Central Committee agreed to propose not to supplement or amend the Party Charter at the 14th National Congress.
Building our Party to be increasingly clean and strong
Member of the Party Central Committee, Deputy Head of the Standing Committee of the Central Organizing Committee Hoang Dang Quang had an interview with the press regarding the implementation of the Party Charter for 15 years (2011-2025).
Mr. Hoang Dang Quang said that, based on the practical summary of the Central Committee and Party committees and organizations at all levels in the Party, the implementation of the Party Charter in 15 years (2011 - 2025) has achieved many very important and comprehensive results, ensuring the comprehensive leadership of the Party over the State and society.
Firstly, the Party Charter and the regulations and instructions of the Central Committee are organized to study and disseminate seriously and promptly, in conjunction with the implementation of the resolutions of the 11th, 12th, and 13th Congresses and the resolutions, regulations, and conclusions of the Central Committee, ensuring consistency, unity, and consistency from the Central to the grassroots level.
Second, the system of regulations and instructions of the Central Government is increasingly perfected, synchronous, and close to reality.
Third, the management of party members is strengthened and disciplined; education, training and screening of party members are implemented more closely.
Fourth, the principles of the Party are basically maintained.
Fifth, the regulations on party organization in the Vietnam People's Army (VPA) and the Vietnam People's Public Security (VPA) are consistent with the organizational structure of the VPA, the People's Public Security and the practical and specific characteristics of Party building work in these party committees, ensuring the absolute and direct leadership role of the Party in all aspects of the Army and the Police and promoting the core role of the armed forces in firmly protecting the Fatherland, ensuring political security, maintaining social order and safety, maintaining national sovereignty, meeting the requirements of leadership and direction in the new situation.
Sixth, the work of inspection, supervision and enforcement of Party discipline has been promoted and strictly implemented; the Party's discipline and order have been maintained and strengthened.
The Deputy Head of the Standing Committee of the Central Organizing Committee emphasized that the implementation of the Party Charter in 15 years (2011 - 2025) has achieved many very important, comprehensive and foundational results, directly contributing to building our Party to be increasingly clean and strong; maintaining and consolidating solidarity and unity throughout the Party; improving leadership and governance capacity, meeting the requirements of national development in the new period.
Supplementing and amending the Party Charter is a very big and serious problem
Mr. Hoang Dang Quang said that the process of summarizing the implementation of the Party Charter in the past time shows that the contents of the Party Charter are basically consistent with reality; the regulations and instructions of the Central Government are specific and convenient for implementation, ensuring the leadership and ruling role of the Party, meeting the requirements of Party building and building the political system in the new situation.
However, the process of implementing the Party Charter still has some limitations. From the practical practice of Party building, rectification and improvement of the political system, many new and unprecedented issues have been raised, needing to be studied, summarized, and specifically regulated for unified implementation.
In general, the contents of the Party Charter and the regulations and instructions of the Central Committee are basically appropriate, but need to continue to be reviewed, summarized, and clarified to ensure consistency, synchronization, and feasibility in organization and implementation.
At the 12th and 13th Congresses, although not amending the Party Charter, the Congress decided to assign the Central Executive Committee to concretize many important and urgent contents and issues of the Party with regulations and instructions from the Central Committee to resolve difficulties and problems in practice and decide on revolutionary issues of the Party.
The 10th Central Conference, the 13th Central Executive Committee discussed carefully, analyzed comprehensively, in many aspects, and highly agreed: Supplementing and amending the Party Charter is a very big and important issue, which needs to be prepared very carefully, scientifically, and thoroughly and conducted at the same time as researching, supplementing, and developing the Party's platform when our Party celebrates its 100th anniversary.
The Deputy Head of the Standing Committee of the Central Organizing Committee said that the Central Committee agreed to propose not to supplement or amend the Party Charter at the 14th Congress; on the basis of summarizing the implementation of the Party Charter, it is recommended that the 14th Congress assign the 14th Central Executive Committee to direct competent agencies to continue researching and summarizing the implementation of the Party Charter from the beginning of the term, to report to competent authorities for consideration and proposal to supplement and amend the Party Charter at an appropriate time.
