- Regarding personnel work, it must first be said that this is a very important work, carried out according to the very strict process and regulations of the Party.

We can imagine that, in the final stage of preparing for the Congress, the Central conferences must discuss very carefully, exchanging in many aspects, and possibly having different opinions, to find elite people with sufficient capacity and qualities to meet the tasks assigned by the Party and the People. This content was discussed by the Party Central Committee at the Central conferences very carefully to serve as a basis for introducing personnel at the Party Congress.
