The Politburo's Resolution unanimously selects November 24 every year as "Vietnam Cultural Day", with the policy of being a day off.
This content is stated in Resolution No. 80-NQ/TW of the Politburo on the development of Vietnamese culture that has just been issued.
Resolution 80 sets out the common goal by 2030, promoting the construction and development of an advanced Vietnamese culture, imbued with national identity; unified in diversity; characterized by national characteristics, democracy, humanity, science, and modernity.

Basically complete the restoration and embellishment of special national relics; restore and preserve intangible cultural heritage and traditional arts at risk of fading away and needing urgent protection. Build a number of cultural industrial groups, clusters, creative industrial parks, and international cultural creative groups based on high-tech platforms and innovative business models. The Resolution also sets out a number of specific targets. In particular, perfecting the national cultural institutional system, ensuring 100% of local authorities at 2 levels, armed forces with cultural institutions to meet the creative and cultural enjoyment needs of people at the grassroots level and officers and soldiers, 90% of grassroots cultural institutions operate regularly and effectively.
Strive to complete the digitalization of 100% of cultural heritages that have been ranked at the national and special national levels by 2026.
100% of students in the national education system have access to and participate effectively and regularly in artistic activities and cultural heritage education.
Ensure commensurate resources for cultural development; arrange at least 2% of the total annual state budget expenditure for culture and gradually increase according to practical requirements.
Issuing financial mechanisms to prioritize implementation in 3 breakthrough areas: Training and rewarding talents in the fields of culture and arts; application of science, technology, digital transformation in the field of culture and placing creative orders for cultural works, literary and artistic works with high value in ideology, content and art, worthy of Vietnamese culture in the new era.
Implement the policy of cultural socialization in the right direction and effectively; fight to overcome the "commercialization" trend, only attach importance to and promote economic benefits in one direction in cultural activities, and take social and humanitarian benefits lightly.
Develop cultural industries contributing 7% of GDP; forming 5-10 national brands of cultural industries in potential fields, such as: Cinema, performing arts, cultural tourism, design and fashion...
Successfully build 5 brands of art festivals, international cultural festivals of cinema, music, and fine arts. Establish 1 - 3 more Vietnamese cultural centers abroad, prioritizing comprehensive strategic partner areas. Strive to add 5 cultural heritages recognized and recognized by UNESCO.
