Yen Nghia Ward (Hanoi) is seeking people's opinions on the draft plan to arrange residential groups.

Yen Nghia ward has a natural area of 13.38 km2, a population of 63,222 people with 18,034 households, divided into 38 residential groups.

According to the draft Project on arranging residential groups, Yen Nghia ward still has 15 residential groups after arrangement.

Organizational impact: The arrangement to reduce 23 residential group focal points (corresponding to reducing 23 self-management focal points in residential communities) contributes to streamlining the organization, making it more convenient in the direction and administration of the Ward People's Committee and organizing the implementation of tasks in residential areas.

Implementing synchronous arrangement of Party cells, Fatherland Front work committees, youth unions, branches (Women, Veterans, Elderly People...) according to residential groups to create a unified organizational system, concentrate resources and easily coordinate activities.

Forming larger-scale residential groups (meeting standards from 700 households or more) to optimize management space, suitable for the development of modern urban areas, overcoming the situation of local division.

Impact on non-specialized personnel: After arrangement, the number of non-specialized personnel in residential groups decreased from 84 to 73 people, a decrease of 11 people; at the same time, it is necessary to ensure regimes, policies, thoughts, and aspirations of those who do not continue to participate according to regulations.

Reducing the number of non-specialized positions allows the ward to select individuals with capacity, health, prestige and the ability to apply information technology to take on a large-scale area.

Budget impact: The arrangement of expected monthly allowance payments for non-specialized workers in residential groups, the allowance level for each individual will be adjusted to increase to help officials feel secure in their work and improve their responsibility.

At the same time, some initial expenditures are incurred to serve the collection of people's opinions, printing documents, adjusting dossiers, updating data, nameplates, facilities and policies for those who do not continue to participate.

Impact on people: The arrangement of residential groups does not change citizens' rights and obligations; does not change the administrative boundaries of the ward; people are allowed to participate in activities in larger-scale communities with stronger potentials, helping cultural, artistic, sports, and security and order movements to be organized professionally, have spreading power, and mobilize many socialized resources from the people.

Organizing large-scale residents' meetings (over 700 households) requires the government to innovate the way of implementing democracy, helping the people's right to mastery to be implemented more substantively.

Impact on state management: Ward People's Committees have conditions to manage the area more centrally, reduce directing focal points, helping to convey documents and policies of the Party and State to the grassroots level quickly, promptly and more uniformly; directing, inspecting, and supervising work becomes more in-depth and effective.

With a scale of 15 groups, the Ward People's Committee is convenient in updating population data, deploying public services, digital transformation, ensuring security and order, managing urban order, environmental sanitation and socio-economic development tasks in the area in a focused and scientific manner.
