Increasing the allowance fund for villages and residential groups not only helps improve income but also creates motivation for non-specialized workers to stick with the grassroots level.

Decree No. 185/2026/ND-CP of the Government stipulates that non-specialized workers in villages and residential groups (TTDP) who retire due to arrangement and reorganization of TTDP are entitled to regimes and policies according to the Government's regulations on streamlining staff.

Non-specialized personnel in TTDP are no more than 3 people, including the titles: Village Head or residential group leader; Secretary of Party Cell; Head of Front Work Committee.

The state budget allocates the allowance fund (including social insurance contribution support) to pay monthly allowances to non-specialized workers in TTDP as follows:

For villages with 700 or more households; residential groups with 1,000 or more households; TTDP belonging to key commune-level administrative units on national defense according to the decision of competent authorities; TTDP belonging to commune-level administrative units in border and island areas, particularly difficult villages are allocated a subsidy fund equal to 8.0 times the basic salary level;

For TTDPs that are not subject to the above regulations, the allowance fund is contracted at 6.5 times the base salary level.

Based on the allowance fund contracted by the state budget for each TTDP specified; the balancing capacity of the local budget; relevant legal regulations and the specific characteristics of the TTDPs in the area, the Provincial People's Committee shall submit to the People's Council of the same level to specifically stipulate the following contents:

According to him, the increasing population size means that the workload of non-specialized personnel also increases. However, in the context of implementing the policy of streamlining the apparatus, increasing the number of personnel is not a suitable solution.
