Prime Minister Le Minh Hung launches a two-digit growth emulation movement

On the morning of June 13, in Ho Chi Minh City, Politburo Member, Prime Minister Le Minh Hung - Chairman of the Central Emulation and Commendation Council launched the Emulation Movement "Determined to successfully implement the goal of sustainable double-digit growth in the period 2026 - 2030".

Speaking at the launching ceremony, Prime Minister Le Minh Hung emphasized that the 14th National Party Congress has opened a new era of development for the country with the goal of making Vietnam a developing country with modern industry and high average income by 2030; and a developed and high-income country by 2045.

According to the Prime Minister, to realize that aspiration, the economy needs to maintain a fast and sustainable growth rate, striving to reach 10%/year or more in the period 2026 - 2030.

The Prime Minister called on all levels, sectors, localities, the business community and the entire people to strongly promote the tradition of patriotism, patriotic emulation spirit and the strength of great national unity, joining hands and hearts to respond to the emulation movement in 6 key areas.

First of all, emulation to strongly innovate thinking in building and perfecting development institutions; focus on removing "bottlenecks" and "knotholes" in mechanisms and policies; maximally reducing administrative procedures, unlocking development resources so that institutions truly become strategic breakthroughs and national competitive advantages. The Prime Minister requested to take the efficiency of serving people and businesses and the development results of each locality and unit as a measure of public service quality; resolutely overcome the situation of avoidance and shirking responsibility.

Second, promote the development of science, technology, innovation, digital transformation and green transformation, considering this as the main driving force and strategic foundation to improve labor productivity, growth quality and national competitiveness. Each ministry, sector, and locality needs to build innovative models, high-tech zones, digital government, digital society and digital citizens; and at the same time create a favorable environment for startups and innovation.

Third, focus on developing a synchronous and modern infrastructure system; accelerate the progress of key national projects, strategic transport infrastructure, digital infrastructure, energy and logistics infrastructure. Ministries, branches, and localities need to launch peak emulation drives to definitively resolve prolonged backlog projects, and unlock resources for development.

Fourth, build a modern, professional, and incorruptible administration, oriented towards grassroots levels and serving the people more effectively. In which, special attention should be paid to improving the quality of operations of local authorities at two levels according to the motto "Be closer to the people - Listen to the people speak - Tell the people understand - Make the people believe". Each cadre, civil servant, and public employee must innovate their thinking, improve their sense of responsibility, be proactive and creative in performing their duties; dare to think, dare to do, dare to break through for the common good.

Fifth, promote thrift practice, combat wastefulness; strictly manage the budget and national resources, ensure effective, public, and transparent use of each investment capital; prevent loss, spreading investment and inefficiency.

Sixth, strengthen the consolidation of national defense, security, and foreign affairs; develop the cultural value system; improve the quality of education and health; ensure the ecological environment and social security. The Prime Minister emphasized that economic growth must always be associated with progress, social justice and improving people's lives, not leaving anyone behind.

According to Prime Minister Le Minh Hung, the selection of Ho Chi Minh City - the center of innovation, dynamic growth pole and the largest economic locomotive in the country - as a place to launch the movement aims to spread the emulation atmosphere to all levels, sectors, localities, businesses and people across the country, creating unity in will and action to successfully implement the country's development goals in the new period.

With the spirit of "Emulation is patriotism, patriotism must be emulation", the Prime Minister requested ministries, branches, and localities to quickly concretize the movement with practical and practical action programs and plans. Emulation must become a driving force for development, creating effective models, good experiences and advanced examples to be replicated throughout society.
