Many localities temporarily suspend recruitment and transfer of civil servants and public employees
Localities should temporarily suspend the mobilization, assignment, and recruitment of civil servants and public employees in the political system until new instructions are issued.
The Politburo has just issued Decision No. 185-QD/TW on the staffing of departments, agencies, and non-business units of the Party at the Central level; the Fatherland Front (MTTQ) agency, advisory and assisting agencies of the Party Committee of the MTTQ, central mass organizations, Party committees of central Party agencies and provinces and cities in 2026.
According to the Politburo's decision, the total staff assigned to agencies, units, unions, and localities in 2026 is 1,878,362 staff.
Implementing this content, localities are allocating political system staff in 2026.
On June 12, the Organization Committee of Khanh Hoa Provincial Party Committee issued a notice on the temporary suspension of transferring civil servants and receiving them to become civil servants.
Implementing the direction of the Standing Committee of Khanh Hoa Provincial Party Committee, the Provincial Party Committee's Organization Committee is coordinating with relevant agencies to advise the Standing Committee and the Standing Committee of the Provincial Party Committee on the allocation of personnel to the provincial political system in 2026.
To stabilize the number of existing cadres, civil servants, and public employees (as of June 15, 2026), the Provincial Party Committee's Organization Committee proposed that agencies, units, and localities temporarily suspend the proposal to transfer cadres and civil servants; receive them to become civil servants (the Provincial Party Committee's Organization Committee only appraises cases that have had written requests before June 10, 2026).
Localities temporarily suspend the receipt and transfer of cadres, civil servants, and public employees of the local government bloc to work at Party agencies, the Fatherland Front and socio-political organizations (within the commune level).
In Appendix 2 - 2026 payroll for local blocs (Party, Government, Fatherland Front, mass organizations) attached to Decision No. 185-QD/TW of the Politburo, Khanh Hoa province is allocated a total of 34,263 payrolls (officers, civil servants: 6,449 payrolls and public employees: 27,814 payrolls).
In Tay Ninh province, this locality has just directed the implementation of the policy of not continuing to assign civil servants and public employees from provincial departments and agencies to work at the People's Committees of communes and wards to support the implementation of tasks.
According to the direction, departments, boards, and branches with civil servants and public employees who are being assigned to communes and wards shall coordinate with localities to implement the termination of assignment; and at the same time, arrange and arrange work for civil servants and public employees after completing the assignment period in accordance with regulations.
The Provincial People's Committee requested that the termination of the assignment must be carried out strictly, ensuring that it does not interrupt the operation of agencies, units and localities.
For the People's Committees of communes and wards, the Chairman of the Commune-level People's Committee directs agencies and units directly under which civil servants and public employees are assigned to perform the handover of work, dossiers, documents and related contents; at the same time, proactively arrange personnel, ensuring that the operation of the administrative apparatus takes place continuously and stably, without affecting the implementation of assigned tasks.
The Chairman of the Provincial People's Committee also requested communes and wards to summarize and report on the implementation of the policy; statistics on the number of civil servants and public employees who have been assigned and the number who have finished assignment (if any), and send them to the Provincial People's Committee through the Department of Home Affairs for monitoring and summarizing.
In Hai Phong, the Standing Committee of the City Party Committee issued Official Dispatch No. 427-CV/TU on the management and use of staff in 2026.
Accordingly, from June 11, 2026 until new instructions are issued, the city will temporarily suspend the recruitment of civil servants and public employees in the political system.
The city also temporarily suspends the receipt and transfer of cadres, civil servants, and public employees between Party committees, agencies, and units in the political system, except for public employees of educational, training, and medical non-business units and public employees receiving salaries from career revenue sources.
In special cases, it is really necessary to report to the Standing Committee of the City Party Committee for consideration and comments before implementation.
