Proposal to support 5 million VND/month for doctors to work at commune health stations
Hanoi - Delegates propose supporting 5 million VND/month for doctors returning to work at commune health stations to "keep" them longer than 36 months.
On the morning of June 12, the Hanoi City People's Council of the XVII term, 2026-2031, opened the fourth session (specialized session) to consider important contents under its authority; including many contents to implement the Capital Law in 2026.
At the group discussion session, delegate Le Van Quan - Secretary of the Party Committee, Chairman of the People's Council of Ba Vi commune gave comments on the draft Resolution Regulating a number of policies to develop the Hanoi City health system.
According to the draft resolution, people with a doctor's degree or higher who are recruited for the first time as public employees at the 115 Emergency Center and Health Station will enjoy the following support levels: Resident doctors, specialist doctors level I, specialist doctors level II, Masters or higher in the medical industry group are supported 100 times the regional minimum wage level I/person; doctors are supported 50 times the regional minimum wage level I/person.
Civil servants and contract workers on the payroll list of Hanoi 115 Emergency Center are supported with 5 million VND/month.
To enjoy the policy, these subjects must have a commitment, ensuring a minimum working time at the recruiting unit of 36 months.
According to delegate Le Van Quan, if only supporting doctors to work at commune health stations once, there may be a situation where after 36 months, doctors will leave, making it difficult to keep them for a long time.
Therefore, the delegate proposed to expand the subjects to receive a support level of 5 million VND/month for doctors working at commune health stations.
Reporting and explaining at the group discussion session, Dr. Nguyen Dinh Hung - Deputy Director of Hanoi Department of Health said that according to Resolution No. 261/2025/QH15 of the National Assembly on a number of special mechanisms and policies to create breakthroughs for the work of protecting, caring for and improving people's health, people who regularly and directly practice medical expertise at commune-level health stations and preventive health facilities are entitled to professional preferential allowances as follows: 100% for ethnic minority and mountainous areas, areas with difficult socio-economic conditions, areas with particularly difficult socio-economic conditions, borders, and islands; minimum 70% for the remaining cases.
Initially, we planned to provide a support level of 5 million VND for commune and ward health stations. But after considering Resolution No. 261/2025/QH15, we have issued it" - Dr. Nguyen Dinh Hung said.
