Hue City Trade Union acts as a bridge to bring workers' petitions to the government, contributing to removing difficulties in income, housing, and social insurance.
Bringing concerns from the grassroots level to the dialogue table
At the 2026 dialogue program between Hue City leaders and union members and workers, many issues related to income, social housing, kindergartens and the situation of businesses delaying and evading social insurance contributions were directly reflected to management levels.
In recent years, dialogues between local leaders and workers have been maintained annually by the Hue City Labor Federation, helping union members express their thoughts, and at the same time for management agencies to grasp issues from reality.
This year, many opinions focused on the pressure of increased living costs, while the income of a part of workers is still low. Many workers said that their monthly salaries are mainly for renting houses, electricity, water and children's education.
Ms. Nguyen Thi Quynh Tram - union member of the grassroots Trade Union of Central Gas Company, Hue branch - shared: "Many workers work full-time but their main income is only enough to cover daily living expenses, making it very difficult to accumulate for long-term stability.
Along with income, the housing story continues to be of concern to many union members. Many young workers and people working far from their residence are living in boarding houses with limited living conditions and want to access social housing programs.
Another issue that received the consensus of a large number of employees is the situation of businesses delaying or owing social insurance for a long time. Mr. Tran Nguyen Bao Hoang - a trade union member working at the City Orthopedic Trauma - Plastic Surgery Hospital, said that strictly handling violating businesses is a common desire of employees.
When businesses are late in paying social insurance, employees are directly affected. We hope that functional agencies will strengthen inspections and publicize violating businesses so that employees can promptly grasp and protect their rights" - Mr. Hoang proposed.
The recommendations at the conference are not personal but reflect the common difficulties of workers, showing the role of the Trade Union in listening, gathering and conveying voices from the grassroots to the government.
Not only listening but also accompanying solutions
According to Mr. Le Minh Nhan - City Party Committee Member, Vice Chairman of the Vietnam Fatherland Front Committee of Hue City, Chairman of the City Labor Federation, the goal of the dialogue programs is not to stop at recording opinions but to address issues that workers are concerned about. From the recommendations summarized by the Trade Union, representatives of departments and branches directly answered many contents related to salary policies, social housing development, preschool education for workers' children and social insurance management.
Regarding housing issues, the construction industry said that Hue City is implementing a plan to develop thousands of social housing units in the coming period, creating more opportunities to access housing for low-income people and workers. Meanwhile, the education sector is committed to prioritizing the development of a kindergarten system in areas with a large concentration of workers to meet the increasing demand for childcare of workers.
In particular, regarding the situation of late payment and evasion of social insurance, the city's social insurance agency affirmed that it will strengthen inspection and examination and publicize violating businesses. Cases of intentional prolonged violations will be strictly handled according to the provisions of law.
Through the bridge role of the Trade Union, many recommendations and concerns of union members and workers have been directly transferred to city leaders and departments and branches. We request functional agencies to soon review and resolve contents under their authority, meeting the legitimate aspirations of workers" - Mr. Le Minh Nhan said.
