Quang Ngai intends to continue reviewing to reduce focal points in localities with 15 or more villages and residential groups.

The Standing Committee of the Provincial Party Committee requests Party committees, Party organizations, agencies, and units at all levels to closely follow the criteria in Decree No. 185/2026/ND-CP dated May 26, 2026 of the Government stipulating the organization and operation of villages and residential groups and regimes and policies for non-specialized workers in villages and residential groups; and the "People trust - Party appoints" Project of the province.

The province continues to review and streamline village and residential group focal points in areas where there are still conditions to arrange more. Proactively prepare personnel for Party cell secretaries, village heads, residential group heads and heads of Fatherland Front committees to ensure compliance with standards.

Regarding personnel work, the election of village heads and residential group leaders in units that do not implement arrangement must be completed before June 30, 2026. Villages and residential groups after arrangement must complete elections no later than July 31, 2026.

The province also orients to continue to reduce focal points in localities with 15 or more villages and residential groups. Encourage the model of Party Cell Secretaries concurrently being Village Heads, Residential Group Leaders or Heads of Front Work Committees in small-scale units.

The province requests localities to propose increasing support levels for non-specialized workers in villages and residential groups with large population sizes. Invest in information technology equipment and digital infrastructure to serve digital transformation at the grassroots level.

The goal is that by the end of 2026, 100% of villages and residential groups in the province will be equipped with computers and printers with network connections to serve management and administration.
