Taking digital transformation as a breakthrough in the activities of the Veterans Association

Must innovate in content and methods of operation

Speaking to direct the Congress, General Secretary and President To Lam affirmed that generations of Vietnamese veterans are people who have been trained and tested in revolutionary struggle, national liberation and construction and defense of the Fatherland; have joined the entire Party, people, and army to create glorious feats of arms, protect borders, islands, and fulfill noble international obligations.

In combat, comrades spared no blood and bones for the independence and freedom of the nation. In peace, returning to normal life, comrades still kept their soldier's oath, living with ideals, discipline, affection, and responsibility to the Party, to the country, to the people, to comrades and teammates.

The General Secretary and President said that our country is entering a new era of development with great aspirations, high goals and very urgent requirements.

In that context, the requirement for the Vietnam Veterans Association is not only to do well in traditional tasks, but also to strongly innovate the content and methods of operation; improve the quality of the Association's organization; adapt to the two-level local government model, the arrangement of the Fatherland Front and mass organizations; meet the requirements of modern social governance, digital transformation and protecting the Fatherland from early, from afar, from the grassroots level.Veterans work in the new situation needs to be thoroughly grasped and concretized with a practical program.

The General Secretary and President proposed that the Congress discuss and agree to continue building the Vietnam Veterans Association to be comprehensively strong, truly a reliable political and social force of the Party, State and people.

Each cadre and association member must be a role model of loyalty to the Fatherland, to the Party, to the people; saying and doing, living exemplarily, with affection, discipline; strengthening substantive coordination between the Vietnam Veterans Association and the People's Police Association in maintaining political security, social order and safety from the grassroots level, consolidating the all-people national defense posture associated with the people's security posture, contributing to firmly protecting the socialist Vietnamese Fatherland.

General Secretary and President emphasized that the Association needs to participate more deeply and substantively in building and rectifying the Party and the political system; contribute opinions on building guidelines and policies; supervise cadres and party members; fight against bureaucracy, corruption, wastefulness, and negativity; and implement democracy at the grassroots level.

Supervision and social criticism must be focused, addressed, and have specific products, focusing on issues that members need, people are concerned about, and grassroots levels are facing. In protecting the ideological foundation of the Party, veterans must be steadfast but persuasive; fight with historical truth, correct reasoning, prestige, personality, and a living example of themselves.

Taking better care of the lives of veterans

The General Secretary and President requested to better care for the material and spiritual life, legitimate rights and interests of veterans and former soldiers; and at the same time promote veterans as a development resource of the country. The Association needs to improve the quality of the movement "Veterans help each other reduce poverty, do good business"; link the Association's movement with socio-economic development programs, building new rural areas, civilized urban areas, sustainable poverty reduction, private economic development, green economy, digital economy;...

The General Secretary and President clearly stated that strongly innovate the content and methods of operation of the Association, taking the grassroots level as the focal area, and taking digital transformation as a breakthrough.

Digital transformation in the Association is not only digitizing membership records or sending electronic documents, but must become a new method for managing, connecting, propagating, orienting, organizing movements and evaluating results. Each activity needs to have clear goals, specific products, clear responsibilities, measurable effectiveness; strongly oriented towards grassroots levels, members and people.

The General Secretary and President said that to do better in traditional education for the young generation, gathering veterans, expanding people-to-people diplomacy and participating in perfecting policies and laws on veterans, the Associations at all levels need to closely coordinate with the Youth Union, schools, military units, and local authorities to educate patriotism, national pride, revolutionary ideals, civic responsibility and aspirations to contribute to the young generation in a lively, close, and persuasive form.

At the same time, innovate the method of gathering veterans, especially young forces; promote people-to-people diplomacy of veterans in consolidating peace, friendship, cooperation, and resolving the consequences of war; proactively participate in summarizing practice, and improve policies for veterans and former soldiers.

In order for the Vietnam Veterans Association to successfully complete its tasks in the new period, the General Secretary and President requested Party committees, Party organizations, authorities, the Fatherland Front and departments, ministries, and branches to continue to pay attention to leading, directing, coordinating, and creating conditions for the Association to operate in accordance with its specific socio-political nature, effectively and practically; it is necessary to take care of building a contingent of Association officials, especially at the grassroots level; improve policies and laws, study and develop the Law on Veterans in accordance with new requirements; promptly resolve regimes, policies, lives and legitimate rights of veterans and former soldiers.

General Secretary and President affirmed that the Party, State and people always cherish, trust, and expect the Vietnam Veterans Association and believe that with its glorious tradition, tempered bravery, spirit of solidarity, exemplary behavior, and innovation, the Vietnam Veterans Association will continue to develop strongly, excellently complete the assigned tasks, and together with the entire Party, people, and army successfully implement the Resolution of the 14th Party Congress, build and firmly protect the socialist Vietnamese Fatherland.
