Buying and selling gold bars with organizations without a license will be fined up to 20 million VND

The Government has just issued Decree No. 340/2025/ND-CP regulating administrative sanctions in the field of currency and banking.

For violations of regulations on gold trading activities, the Decree stipulates warning penalties for the act of buying and selling gold bars to credit institutions or enterprises without a Business License for buying and selling gold bars; using gold as a means of payment.

If the above acts are repeated or violated many times, the fine will be from 10-20 million VND. This penalty also applies to the act of: Not making payment for gold purchase and sale through payment accounts as prescribed by law.

Fine from 30-50 million VND for the following acts: Not publicly posting the purchase price, selling price of gold bars, jewelry, and cosmetics according to the provisions of law; producing gold for jewelry and cosmetics without announcing the applicable standards, not labeling goods according to the provisions of law;

Manufacturing gold bars without announcing the applicable standards, volume, and content of the product, without labeling the goods according to the provisions of law.

Carrying gold when entering and leaving the country illegally is subject to a fine of up to 100 million VND

Fines from 80-100 million VND for carrying gold when entering and exiting the country that is not in accordance with the provisions of law, except for administrative violations in the customs sector.

Fine from 140-180 million VND for one of the following violations:

- Carry out business in buying and selling gold bars through authorized agents;

- Failure to comply with the provisions of the law on the status of gold;

- Export and import jewelry and fine arts gold; raw gold in the form of powder, solution, welding solutes, gold salt and jewelry in the form of semi-finished products that are not in accordance with the content of the registered business line according to the provisions of law;

- Performing the production and business of buying and selling gold jewelry and fine arts without meeting the conditions for being allowed to produce and sell gold jewelry and fine arts according to the provisions of law;

- Processing gold jewelry and fine arts without registration in the Business Registration Certificate, Business Registration Certificate or Business Registration Certificate as prescribed by law.

Fine from 200 - 250 million VND for the following acts: Using imported raw gold not in accordance with the raw gold import license; conducting business of buying and selling gold bars through authorized agents in case of recidivism.

Fine from 250 - 300 million VND for the act of producing gold bars not in accordance with the provisions of law.

Fines from 300 - 400 million VND for one of the following violations: Production and trading of gold bars without a license to produce and trade in gold bars; exporting or importing raw gold and gold bars without a license issued by a competent state agency as prescribed by law; other gold trading activities without a license issued by a competent authority as prescribed by law.
