Speaking at the ceremony, Prime Minister Pham Minh Chinh said: Currently, the scale of the global semiconductor industry is 2.3 trillion USD and the semiconductor industry is not only a purely economic industry, but has become a geopolitical issue, national security, and at the same time a symbol of the technological strength of each country.

In reality, any country that lacks capacity in the semiconductor chip industry will have limited its capacity for strategic autonomy, economic development and national security.

"Vietnam is not left out and it is not easy. We have chosen a difficult but sustainable path: Gradually mastering core technologies, proactively participating in the global supply chain, on the basis of equal and mutually beneficial cooperation" - the Prime Minister said.

After many years of efforts, the Vietnamese semiconductor chip industry has achieved important results, but still lacks a key link, which is chip manufacturing capacity.

The Prime Minister emphasized: By starting the construction of the high-tech semiconductor chip factory today, we can affirm that Vietnam can completely gradually master high technology, completing an important link in the semiconductor value chain, which is chip manufacturing; marking the transition from participation to mastery, from assembly to innovation, contributing to enhancing the potential and position of Vietnam in the digital age, thereby expressing the following 5 important meanings:

First, gradually mastering core technology, forming the capacity to manufacture semiconductor chips domestically, perfecting value chains and reducing dependence on external factors.

Second, ensure security and technological reliability, develop dual-use technology closely linked the economy with national defense and security.

Third, build a national semiconductor ecosystem, using the Factory as the core to connect the 3 Houses (State, Business Houses and Scientists) in research, design, production, application, promoting spread to other sectors and fields.

Fourth, develop high-quality semiconductor human resources, link training with production, create an environment for Vietnamese engineers and experts to mature, master and create technology.

Fifth, the core is to lead, connect and attract private enterprises and FDI to participate; gradually forming supply chains of high-tech products and services.

According to the Prime Minister, in recent times, under the leadership of the Politburo and the General Secretary; the strong management of the Government and the Prime Minister, the Ministry of National Defense has made efforts to develop many products in the field of high technology and defense industry in the direction of self-reliance, self-reliance, self-reliance, dual use, and modernity.

Second, developing semiconductor human resources in both quantity and quality, ensuring enough human resources for all stages from design, manufacturing to packaging, testing and research and development (By 2030, training over 50,000 engineers and bachelors; preparing high-quality human resources for the period 2030-2050).

Third, developing the semiconductor industry in conjunction with the electronics industry to promote economic growth, participating deeply in the global supply chain. (By 2030, strive for semiconductor industry revenue to reach over 25 billion USD/year, value added in Vietnam to reach 10 - 15%; electronics industry revenue to exceed 225 billion USD/year). More determined and determined in connecting domestic enterprises with FDI enterprises to participate in the global value chain of chip manufacturing.

Becoming a center for practice and training human resources in semiconductor chip manufacturing, contributing to the completion of the goal of having 50,000 semiconductor engineers by 2030.
