Impressive results of social housing development in Bac Ninh province

On the afternoon of April 1, a working group of the Ministry of Construction led by Deputy Minister Nguyen Van Sinh inspected the implementation of the 1 million social housing apartments project in Bac Ninh province.

Up to now, Bac Ninh province has implemented 54 social housing projects; of which 16 projects have been completed or partly completed to meet about 10,200 apartments.

Implementing the 1 million apartment project, from 2021 to 2024, the whole province has 10 completed projects, meeting about 7,025 apartments; 16 projects have been granted construction permits and are under construction investment, when completed, they will meet about 15,000 apartments, and it is expected that 10,686 apartments will be completed in 2025; 22 projects are undergoing compensation, site clearance and preparation for construction investment, when completed, they will meet about 52,000 apartments.

According to the target assigned by the Prime Minister, Bac Ninh province must complete the goal of building 10,686 social housing units in 2025.

After reviewing 16 projects that have been granted construction permits and are under construction investment, Bac Ninh province strives to complete the goals assigned by the Prime Minister.

In addition, in the first quarter of 2025, the Provincial People's Committee approved the investment policy for 5 Urban Area projects with a 20% land fund to invest in the construction of social housing, with a total area of social housing land of 29.7 hectares, meeting about 12,500 apartments. Up to now, steps are being taken to bid to select investors.

The implementation process has encountered a number of difficulties and problems related to the sale, lease-purchase of social housing funds for lease; considering the income conditions of beneficiaries of social housing support policies; clean land funds for social housing implementation; guiding the selection of investors for this land fund according to regulations.

The People's Committee of Bac Ninh Province proposed the Ministry of Construction to submit to the Government to issue guidance on the appraisal of social housing selling prices for the case specified at Point g, Clause 5, Article 198 of the Housing Law in 2023; specifically guide the calculation of monthly income to receive; Report to the Government to submit to the National Assembly for approval of a pilot resolution on a number of specific mechanisms and policies for social housing development so that localities are the basis for implementation, in order to promptly remove difficulties and problems, promote social housing development.

Speaking at the conference, Deputy Minister of Construction Nguyen Van Sinh highly appreciated and acknowledged Bac Ninh as the leading locality in the country in developing social housing.

The province has had very timely policies and instructions only in the field of social housing, thereby meeting the housing needs of workers and laborers.

The Deputy Minister suggested that Bac Ninh province continue to focus on directing and supporting investors in implementing projects, ensuring the set progress and goals, first of all, completing the 2025 target assigned by the Prime Minister.

The Ministry of Construction records the difficulties and obstacles of the province and investors; In the coming time, it will review and report to the competent authority in the direction of removing the contents to similar to the new law as well as the reality of the localities.
