Encourage teaching outside of regular school hours without charging

The Department of Education and Training of Ninh Binh province has implemented Circular 29/2024 of the Ministry of Education and Training on extra teaching and learning, requiring schools and vocational education and continuing education centers to widely disseminate to staff, teachers, students and parents. Schools develop scientific education plans, focus on senior students, improve the quality of regular teaching and encourage extracurricular teaching without fees for review and knowledge consolidation.

From March 10, all public secondary and high schools in Ninh Binh will take a 5-day/week main course (Monday - Friday), encouraging private schools to apply the same. Luong Van Ty High School for the Gifted is proactive with its own plan but still maintains the spirit of minimizing teaching and learning on Saturdays. The management of extra teaching outside of school is tightened, teachers are required to spend time self-study, training and organizing extracurricular activities.

Because teaching extra classes in schools does not require fees, schools face financial difficulties because the budget is only enough for minimum activities. To maintain the quality of education, especially supporting high school graduation exam reviews and 10th grade admissions, the Department of Education and Training has proposed that the Provincial People's Committee provide nearly 25 billion VND to support review activities in the 2025-2026 school year. funding source for policies to support pedagogical students

Article 5 of Decree 60/2025/ND-CP of the Government promulgating the preparation of estimates, funding sources and payment of this support policy according to the State Budget Law and related regulations.

Teacher training institutions prepare budget estimates based on the number of students receiving support and enrollment targets of the Ministry of Education and Training, and send them to the superior agency for synthesis and budget allocation. Agencies assigning tasks and ordering the training of pedagogical students also prepare budget estimates according to the support level and submit them to competent authorities for approval, ensuring payment of support money through teacher training institutions.

The support fund is arranged in the annual state budget estimate and allocated to training institutions in the form of budget allocation. If the locality assigns tasks or orders training, the local budget will pay for this support. Handling the lack of certificates for 534 graduates in Ben Tre

The Ministry of Education and Training (MOET) has agreed to issue certificates of National Defense and Security Education (GDQP&AN) to 534 students majoring in Preschool Education of Ben Tre College. The school is responsible for completing the dossier, reporting to the authorities and ensuring the legality of the students' learning outcomes.

Previously, from 2016 to 2020, the school considered graduation and granted degrees to 543 students but had not yet granted GDQP&AN certificates because the Ministry of Education and Training had not yet approved the curriculum for teaching autonomy. Although the school has twice applied for autonomy in teaching in 2021 and 2022, it has not met the requirements. The inspection team of the National Defense Education and Training Council of Military Region 9 requested the school to temporarily suspend teaching this subject in the 2022-2023 school year.
