Investing more than 174,000 billion VND to improve the quality of education in the period of 2026 - 2030

Politburo member and National Assembly Chairman Tran Thanh Man has signed and issued Resolution No. 249/2025/QH15 approving the investment policy for the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035.

Accordingly, the resolution aims to harmonize and comprehensively modernize the education and training system, creating a fundamental and strong transition in the quality of education and training.

At the same time, expand learning opportunities for all people, ensure fairness in access to education, the right to lifelong learning; increasingly better meet the human resource needs, especially high-quality human resources for the rapid and sustainable development of the country...

According to the resolution, the total capital sources for implementing the Program for the 2026 - 2030 period is 174,673 billion VND. Of which, the central budget capital is VND 100,000 billion (accounting for 57.25%), local budget capital is VND 45,101 billion (accounting for 25.82%), counterpart capital of universities and colleges is about VND 20,429 billion (accounting for 11.7%) and other capital sources are about VND 9,143 billion (accounting for 5.23%).

Based on the implementation results of the Program for the period 2026 - 2030, the Government submitted to the National Assembly to decide on resources to implement the Program for the period 2031 - 2035.

The total resources mobilized to implement the entire Program for the 2026 - 2035 period are expected to be about 580,133 billion VND.

The Resolution clearly states that the Program's resources are focused on solving urgent issues for preschool education, general education; for vocational education; for higher education; for teachers, education managers and learners.

In addition, according to the resolution, by 2030, strive to achieve 4 specific groups of goals, including: Building a network of public kindergartens and high schools, striving to basically meet the learning needs of students; striving to solidify 100% of classrooms, ensuring enough official housing for teachers in disadvantaged areas; gradually making English the second language in schools...

Key investment for 18 colleges, of which 6 schools perform the function of national centers and 12 schools perform the function of regional centers for training human resources with high vocational skills in industries, technical and technological professions, serving strategic programs and projects, national key projects...

Gradually standardize and modernize the higher education system, creating breakthroughs in developing highly qualified human resources and talents, promoting the development of science, technology and innovation.

Support investment aims to improve the quality and capacity of teachers, education managers and learners to meet the requirements of fundamental and comprehensive innovation in education and training, proactive digital transformation, innovation, international integration and comprehensive development of learners.
