According to the Ministry of Home Affairs, based on the provisions of Clause 4, Article 65 of Decree No. 115/2020/ND-CP (amended and supplemented in Clause 36, Article 1 of Decree No. 85/2023/ND-CP), the People's Committees at the provincial level shall organize or decentralize, and authorize the organization of consideration for promotion of professional titles of grade I or lower for civil servants under their management.

Accordingly, the head of a public service unit specified in Clause 1, Article 7 of this Decree or the competent authority managing a public service unit specified in Clause 2, Article 7 of this Decree or the head of an agency or unit authorized to develop a recruitment plan, decide according to authority or report to the civil servant management agency for approval as a recruitment basis before each recruitment period.

The content of the recruitment plan includes:

Number of assigned employees and number of unused employees of public service units;

Number of people needing to be recruited for each job position, in which the job positions candidates are allowed to register for 2 wishes are determined.
